Oil syndicate will have a capital of
10,000,000 yen and the coal syndi
cato will' be capitalized for 10,000,'

Half ot the capital is to- be in
vested by the Hokushin Kai. the old
syndicate interested in Saghallen
and tho North Saghallen Industrial
company, and the remainder will
bo offered for general subscription
Tho imperial navy will purchare the
