('amino, California, that during the
fall of 1924 an examination of the
cut-over lands of the company al
Pine Grande was made by the re
search department of the Western
Forestry and Conservation Associa
tion, of Portland. The report of this
examination has Just been received,
and its results indicate the desir
ability of some care of cut-over lands
pending tho determination of a pol
icy for their future management.
The report shows that both sugar
pine and California white pine re
produce naturally In the region mid
way along the western slope of the
Sierra Nevada Mountains. In this
same region, pine second growth
makes probably Its maximum height
and volume growth for California.
White fir and Douglas fir also re--produce
well, and the young stuff
grows rapidly. It is also likely that
whe nthe time comes to harvest the
second crop of timber, fir timber will
be better rallied than at present, es
pecially, aa 'the use of woodpulp
seems hound to Increase. The proba
bility of a very satisfactory volume
production in this locality is shown
by the excellent reproduction and
growthm of pine and fir that has
taken place' on the lands around
Placeryiile and Georgetown, that
were cleared in the early mining
days, . '"
Although the possibility of repro
duction and growth, seems satisfac
tory," tho problem is complicated by
the heavy risk of forest fires on cut
over California pine land3. This fire
risk , may prove to be such that re
forestation of such lands cannot be
.handled at a profit by private own- 1
ers. There, is further to be consid
ered the possibility of heavy taxa
tion of growing timber crops, and the
. question of future returns." "Under
these conditions the Michigan-California
Lumber Co. has not; yet
reacted a, decision as tp its final
plan of forest management. It has
adopted the policy of takiug some
simple measures In logging to pro
.wote. reforestation,, of giving Jir
protection to its cut-over lands and
of continuing investigations to deter
mine whether Its cut-over lands ra,n
be managed for tho production of a
second crop of timber as a privately
owned proposition, or whether such
work must be turned over to a pub
lic agenry. In the meantime an ef
fort will be made to maintain the
cut-over lands in good condition.
Fire protection of the operating
area and adjacent cut-over lands is
secured by the maintenance of satis
factory spark arresters, firo hose and
the usual fire-fighting tools on log
ging donkeys and locomotives. Ad
ditional fire equipment is provided
by portable pumps and a tank car.
Patrol is maintained during tho tire
season by track walkers and night-
watchmen, and employes are taught
that their first duty Is to control
fires. The remuinder of tho cut
over and the timber lands of tho
company are controlled by the For
est Service under a co-operative
agreement whereby the company
pays the cost. The slash resulting
from each season's operations is
burned in the fall sufficiently to pro
tect logging roads and camps, and
so divide up the slash area that
cleared portions are provided for the
control of fires.
In cutting operations pine trees IS
inches and under at distances of 700
(to 1000 feet and over from the spar
'tree are left for seeding purposes.
Trees at these distances from the
spars usually come through -undamaged
from logging. Under present
market conditions most of the' fir
trees are being left uncut. . These,
with the small pines, provide plenty
of seed and form a nucbs for a sec
ond cut. The high lead system of
logging is employed, and the, damage
to reproduction and seed trees is. re
duced to a reasonable degree by care
in changing trees, the use of siwash
trees,, care in locating spar trees
and the use of moderate donkey
speeds.
It is the conclusion of the report
of the Western Forestry and Con
servation Association that these
measures will give satisfactory re
forestation of the cut-over lands
within a reasonable time.

is Found To Be Too Low

This Is the necoitd report submit
ted to the county court and Indicates
beyond question that the estimate of
40,000,000 (net of pine timber with
in the boundarlmi of Klnmittlt county
Is decidedly low.
Tho report diselosea that the In
crease per section Is In excess of
3,000,000 feet u section. If tills In

suctions of the county, It will mean
