All petitions for delay In the sale
of tho canal mot with no success,
il.' E. Bradbury, chairman ot tho
present district board testified. Pur
pose for tho delay was to have tlmo
enough to submit the proposition of
tho district buying tho canals from
tho government, to tlio voters.
To tho petition for delay tho gov
ernment would reply that they held
tho right to reject any and all bids
and that tho interests of the district
would bo safeguarded through that
medium. I (was Indicated that the

was brought out.
Through official announcement,

of Kcno and "Ankency canals. The
stipulation ot the sale was to the
effect that the canals would not be
sold for on amount less than the
appraised value.
The threo members of tho apprais
al hoard wore J. A. Gordon, R. E'.
Smith and a reclamation official.
Pointing out that they had no de
sire ts cast any reflection on the In
tegrity of Mr. Gordon in tho per
formance of his duties, the district
still' claimed in its testimony this
morning that Mr. Gordon was not
eligible for an appraiser because be
was the owner of stock In tho Cali
fornia Oregon Power company.
At this point. Chairman Campbell
remarked that ho' knew personally
that Mr. Gordon was the owner of
17 shares ot stock ot the California
Oregon Power company at the tlmo
ho acted as appraiser ot tho canals
for the government. Tho district
also set forth that the reclamation
official could not act as a disinter
ested Judge. '
"That appraisal board should
have "been composed of absolutely
disinterested parties", Mr. Carnahan
claimed. "If the case was tried in
tho courts, no ownors ot shares in
the California Oregon Power com
pany would be allowed to sit on the
Jury, .would they?" "
An element of humor was inject
ed Into tho hearing when Mrs. H. R.
Reynolds of Portland, owner ot prop
erty in tho Klamath Irrigation (lis
trict, told tho board that sho was of
tho opinion that most ot the politic
ians handling public money were in
clined to be crooked. '
"I want it made clear that I mean
men," she said. "We women haven'l
had a chance yet."
"If I bought," Governor Camp
boll replied, "that all government
officials wore such as you claim, I
would move out ot tho country." ,. .
Mrs. Reynolds testified that she
had not boon Informed of the trno
facts concerning ; tlio" sale of X the
cnuals and hance she voted against
tho district- bidding for tho canalV
Sho said that the straw ballot sway1'
ed hor in her decision.
