The Influence Back of the Strahoni Franchise
It has been a puzzle to the people of Klamath Falls
just why the city council passed the Strahoni franchise
resolution. It was generally supposed that the matter
had been put to sleep and its sudden resurrection rather
stunned the public. It has now leaked out that the in
fluence that brought it to life was none other than the
. California, Oregon Power company. (
. The activity of the Po;er company in the matter came
as a surprise, for it was not supposed that it would be in
any way affected. However, it has been recalled that
when the concern passed from the control of the Church
ill interests the announcement was made that it was
being financed by the Southern Pacific and that the con
trol of the Southern Pacific power site on the Klamath
river had passed to the California Oregon Power com-,
pany." The inspiration back of the original plans was the
electrification of the main line over the Siskiyous and
through the Shasta river canyon. "'.'.",
v Now comes the threatened invasion .of the Klamath
country by the Hill lines. The announcement took even
the Southern Pacific by surprise. Immediately there were
activities in every. S. P. channel. The Strahorn applica
tion came to the surface, carrying with it- a request for
the right up Link river and for a mile into Mills addition.
When protest was raised, the Mills addition and Link
river portion was dropped and the wires were set to get
the Sixth street grant through the council.
.The original plan was to let it lie dormant until July,
when it was proposed t6 invoke the recall upon Mayor
Goddard and replace him with a tool who would sign
the resolution. But this plan had to be dropped, for it
looks as if the Interstate Commerce commission is going
to grant the Hill lines the permit' to build into Klamath
Falls, and their entrance into this city must be blocked at
all costs. Then came the decision to get the resolution
through the council.
This was done. Immediately thereafter the morning
mouthpiece of the Power company came out with a story
that the mayor could not veto the- resolution, as it did
not call for the expenditure of any money. The scheme
was for the 0. C. & F. to lay the tracks across Sixth
street, basing the action on the authority of the resolu
tion, and then if any attempt was made to stop the work,
or. remove the rails after construction, an injunction was
to be sought and thus throw the whole question into the
courts! But the sudden outbdrst of public indignation and
the prompt action of Mayor Goddard in vetoing the reso
lution and pointing out the charter provisions governing
the granting of franchises, knocked the props from under
the scheme and it fell to pieces. .
In the meantime the California Oregon Power com
pany has not been idle. Just as soon as the -plan to
bottle up Link river with a franchise grant was with
drawn, the Power company began buying the river front
age. Today it owns everything from the bridge to the
headgate of the Keno canal. While a railroad can go
up the river, the cost will be so great because of this
' move on the part of the Power company, that it would
be staggering. ; -
Thus it is that the Southern Pacific, the California
Oregon Power company and three members of the city
council are working hand in hand to keep this' city under
the transportation thumb of the Southern Pacific
company. '
