... j The Strahorn Grant
We cannot understand what was iri the minds of the
members of the council last night when they adopted the
resolution permitting the 0. C. & E. railroad the right
to cross Sixth street, without' inserting therein the "com
mon user provision. Gofer and West are to be .congratu
lated for having voted against the grant The pepple
are overwhelmingly against such a move and . if it were
submitted to a vote it would be beaten ten to. one. There
is still a chance of preventing the permit becoming ef
fective the veto of the resolution by Mayor Goddard.
Mayor Goddard has' shown a disposition to "carefully
guard the rights and interests of the city. " It is because
of this that we are hopeful he will look upon this resolu
tion in the light of a possible barrier to the development
of Klamath Falls and will veto the .measure.. If he does,
the chance of bottling up the city will have bee.n min
imized and it will be notice that Klamath Falls is keep
ing its doors open for the entrance of any and all rail
roads. If this resolution is beaten, Councilmen .Gofer
and West and Mayor Goddard will be entitled to the
thanks of the people of this city.
i - Secretary Work's Speech
In;this issue of The Evening Herald we are printing in
full the speech , delivered -by -Secretary' of the Interior
' Work at the dinner in the White Pelican hotel. We have
emphasized' parts of It for certain reasons. From time to
lime we are going to take up and discuss this speech and
would suggest to the farmers that they file away this
copy of The Evening Herald for reference, for this
speech . is .going to play , an important part in future
reclamation events in this county. Through it we believe
will come the restoration to . the project of all its water
rights arid the eventual payment of the entire cost of the
project: by the revenue derived from the power that will
be developed and sold by the irrigation district. The,
California Oregon Power company may receive stolen
goods, but it is going to return them, or pay for their full
