' Both in output and method giving Is assuming the guise of
one of the important business undertakings in the United
.States. Probably only a small proportionof the money de
moted by the American people to charitable, and philanthropic
enterprise is represented by community chests, but 149 of
. these, out of a total of more than 225 collected last year $43,-'-70,002,
which was only $1,2S4.S90 less than the total of the
amounts they sought. ' ."' 1 :' "
The -church was once the almoner of the world, but Ameri
can business men are now the chief financial contributors to
agencies dealing with social problems, and it is largely upon
the initiative of commercial organisations that the collection
and administration of funds for this purpose have been put
:upon a systematic basis.
An extended study of these modern methods of giving, as
exemplified in the financial federation and "comimtity chest,"
.lias been made by the Civic Development Department of the
Chamber of Commerce of the United States. "Our experience," !

us not yet sufficient . for ns to reach conclusions and" stop
thinking. The federation idea is spreading. It will urobablv be-
conic generally accepted. But the form it shall finallv take, its !
purposes beyond the raising of. money,-its methods these are

fall alone upon the agencies but upon business and society in
