The fourth general assembly ot the league of nations will bo called to order Man day morning, Sept. 3, by Viscount Iihll, formor J n panose- ambassador at Washington and now ambassador to France. . The forthcoming meeting Is re tarded with great International in Wrest. The league has passed through Its most active year ot en deavor, and -numerous are the Ques tion! which will fnmft tin for ril. cusslon by representatives ot the El nations affiliated with the Gen eva organisation. It la regarded as eer-UIn that Ireland will apply for membership; Turkey and one or two other states may do likewise. . 'The assembly will bring together many of the world's foremost states men. Including General Smuts, the celebrated leader of the 8outh Afri can republic; Lord Robert Cecil; Dr. F. '; " All the work of the assembly will be done in public. Every session, both plenary .and committee, is open to the press. Apparently efforts are being made to prevent the league from falling Into those ways of sec recy which often mark the course pi. diplomats in International nego tiations'.. Occasionally, during the last year, some sessions of the coun cil were held privately, with re sultant criticism based on the alle gation that, If the league, as it gets stronger, yields to the temptation to follow the road of secrecy. As the work of the league covers many dif ferent fields of international life, and as the sessions are run with the greatest possible expedition, many I countries have supplementary dele gates and expert advisors on various problems. Each, however, has but one vote. Practically all questions of importance can bo decided only toy unanimous vote. One etate could block an agreement. If it wish ed . to take the responsibility. As a matter of fact such a contingency has not arisen in the history of the league. " One of two policies has 1een pursued until an agreement ac ceptable to all has been reached, or states which felt unable to agree to a definite proposal have abstained from voting, thus allowing the pro posal to be adopted by tho other countries.
