It reads: ' -In order to effect tho sale of the bond Issuo at this tlmo It bo's been found nocessary by tho Commission to. cause tho question of constitution ality of tho Oregon Bonus Law to be passod upon by tbo Supreme Court of the Stato. Accordingly, under an arrangement with' representatives of tho ox-sorvlco 'men, an injunction will be asked by tbem from tbo low or courts restraining tho Com mission from selling the bonds. This action will servo'to bring the case before the Supromo Court. Tho Commission re gards this action as a, formal proceed ing necessary In the advantageous salo of bonds as thero Is no question In tho m!ndg of tbo Commission con corning tho legality and constitution olily of tho law.
