Russian soviet council of labor and
defense has taken urgent steps to
revive Petrograd, which even the
Bolshevik! .themselves have recently
termed a "dying city."
Thousands ot workmen, confront
er by starvation, and realising that
Moscow was favored over Petrograd
la the matter of food distribution,
have recently left the city, with the
result that scarcely enough man
power was left to operate what few
factories could be provided with
fuel.
At a session ot the all-Russian
central executive commltteo held In
Moscow a few days ago It was de
cided to glvo Petrograd preferential
privileges In regard to fuol and
transport, to place Petrograd' In the
same situation a Moscow with ref
erence to lood supplies, to establish
a special district from whieh food
supplies should be drawn sololy for
the use of Petrograd, and to enjoin
all of Russia to come to tho aid ot
Petrograd In the matter of food and
fuel supply. A special commission,
headed by Premier Lenlne ana in
cluding Zlnovieff, governor ot Pet
rograd, was named to carry out the
work.
It was declared that only one-
sixth of the pve-war number of In
dustrial enterprises were In opera
tion In Petrograd. The population
to said to number lees than 700,000,
a little more than a third of tho
pre-war figures.
The committee also decided to
Include Petrograd to a greater ex
tent than had been contemplated, In
the general electrification scheme.
