Whon tho war industries' board was disbanded this work was transferred to the department of agri culture. . Profits are limited Theso licenses woro, In effect, con tracts between tho dealers and tho government. Tho regulations also limited definitely tho profits which wool dealers might mako on all do mestic wool handled by them. In tho case of country dealers or buyers, such as tho ono docldod by Judge Sessions, this profit w.is llmltod to 1 V cents a pound, tho wholo object being to provent speculation and to stabilize tho wool market nt a tlmo when It was Important to tho success of tho war that America's army and navy bo assured proper clothing. .All except about sixty wool dealers havo voluntarily paid ovor to tho gov ernment any excess profits mado. Among thoso who did not pay was tho defendant In tho abovo caso. Judgo Sessions declares In his de cision, that In tlmo of war, broad powers are conferred upon tho prcil; dent both by tho constitution and by standing statutory enactments of con gress, but tho presldcnt's.iowors wure not necessarily involved.
