Lloyd Stewart, City Health Officer.) Tbe salient features of the Sanitary ordlnanco as passed by tho City Council July 25, 1921, nro as fol fel fol eows: All diseases of a communlcablo na ture must be reported by tbe physi cian In charge or In tbe absence of a physician by the parent, guardian or teacher, hotel-keeper etc. All quarantlnable diseases aro to be quarantined In accordance with tbe lair and disinfection carried out as required by law. Any case falling to submit to quar antlno In their own home may bo Iso lated In tbo Isolation hospital or pest homo and In addition will bo subject to tho penalties of flno or Imprison- racnt f.cr such violation. ""v-rte ordinance roqulres roqulres vaccination against small-pox a a requirement to attend public, private or parochial school; Prohibits the use of common drinking cups, towels etc.; It defines a nuisance and gives the health offi cer power to Investigate and abate tho same; It requires that all food shall bo handled In a clean, sanitary manner and provides for condemna tion of food In case of violation; Pro hibits tho maintaining of any collec tion of garbage, manure or othor sub stance capable of breeding files or other vermin and prohibits the main taining of any collection of water in which mosquitoes may breed; It re quires (hat all privies or outhouses shall bo kept clean; Requires that all privies or outhouses be at least 25 feet away from any dwelling and that on all future construction they shall bo fifty feet away from any dwelling. (This feature of the ordinance Is subject to appeal to tho board of health composed of mayor, chief of police and health officer); Prohibits the introduction into the sanitary sewer system of substances which will interfere with the action of the septlo tank. (The chief offenders un der this head are gasoline and oil); Ilequlres that all privies or outhouses within 220 feet of a sewer shall be replaced by toilets with tbe flush sys tem and connected to tho sanitary sewer system; Requires that the keepers of barn3 or stables shall re move manure dally between May ISth and Nov. 1st, or else keep tbe manure In fly tight bins and remove each week; prohibits manure on tho sur faco of tho ground between May 15th, and Nor. 1st, and require that be tween those dates It shall bo turned under or covered with at least' six inches of earth; Requires that no barnyard or stable shall be maintain ed within CO feet of a dwelling or In an unsanitary condition, except that tbe Board of Health has power In special cases to permit barns to be less than SO feet of a dwelling; Pro vide for tbo appointment of a sani tary Inspector to be a member of the police department. It will bo his duty to enforce this ordlnanco under tho direction of tho Health Officer and Chief of Police In those dctallH not requiring tcachnlcal knowledge of sanitation and disease; Provides a penalty of from IS. 00 to 1100.00 and Imprisonment of from 2 to SO days for violation of any part.
