TUESDAY, MAY 17, H8I RfltWAY M BEDS UUICK SAN FRANCISCO, Moy 1C Tho "Itollwoy Ako" analyzes at length In its current Imuo, tho charges mailo before tho railroad labor board by V Jott Lauck, on bohnlt ot tho rail road labor unions, that tho railways aro wnlstlng over 11,000,000.000 n year by mismanagement. Tho labor leaders contend (hat no economics whatever should bo effected nor re ductions In tho railroad payroll un til alUhoso nllogod wastes have been eliminated. "Tho largest Item In Mr. Lauck's estimated possible savings," says tho "Hallway Ago, "Is one ot I272.R00,' 000 which ha clalmB could bo Hindu 1 by modernizing tho locomotives." Tho estimate like others ho makes, ,1s merely a wild guess based upon no ,tanglbIo evidence. Ho says thcro aro .iivnllablo locomotive devices which fjiavo demonstrated beyond question 'tholr ability to effect largo savings, Thcro aro about sixty-five thousand Joconiotlves In tho United States. j-Kven tho oldest ot tho devices to whlch ho refers have been avallab'lo in practical form for only about ten tycara, and others for Bhortor periods. Jn this comparatively brief time. 35, 000 locomotives havo been equipped with superheaters. 43,006 with brick 'arches, 37,000 with .automatic fire. Moors, and 15,000 with power roverso gears. Many other Improvements "havo been mnilo. Never before wore steam locomotives and tho servlco rendered by them Jmprovod as much In tho samo length ot tlmo In tho United States as In tho last ton yoars. And yot, because all locomotives have not been mado perfect, Mr. Lauck roundly abuses tho railways for al leged "mismanagement." L ' "Asto needed Improvements In lo comotives and In engine- terminals, tho Installation ot machine tools In nhops, tho Improvement ot power plants, and many other things men tone"d'by Mr Lauck , they can bo mado' only by tho Inrostmont of largo amounts ot now" capital. Now capital can bo raised only If net operating In co mo Is earned to pay a return upon it. Tho only way the net return of tho railways can bo mado adequate, Is by reduction of tho. present oporatlng ex panses, of which two thirds are wages. Dut Mr. Lauck opposes all re ductions In tho pay roll. Ho denoun ces tho railroads for alleged' wastes duo to mismanagement and opposes ta omJxjawuirbT '-which ther can eliminate the larger part ot tho al leged wastes, many of which unfortu nately do exist. I "Tho kind of Intelligence nnd fair ness shown by Mr. Lauck, Is illus trated by what ho says about "Train Operation." "High powered locomo tives havo been developed with zeal," he remarks, "but tho corresponding efficiency ot trains loading has been overlooked." Now, the 'tact is that tho avorago freight train load in creased from 476 tons in 1915 to 728 tons In 1920, or over 53 per cent In five years, and Mr. Lauck'o own cli ents, tho labor unions, iild all they could to defeat this Increase In offl elency by trying to socure the pass- , ago of legislation requiring tho cm nlovmont of oxtra men In train crows, or legislation roduclng and absolutely limiting the longth ot freight trains and thereby reducing and limiting their loads. Among the largest itom in Mr. Lauck's list of ostlmotcd savings, Is ono for loss and damage. Doing a dofondor of unified government control, ho makes no rcforonco to tho fact that tho increase In freight claim payments from $35,- 000,000 In 1917 to 10C,804,000 In 1919, or 205 por cent, occurred undor government control. He quotes the "Railway Ago" as authority for tho statomont that a fifty per cent re duction can bo inndo In loss and dam ago. Ho makos no mention whatovor, howovor, of the fact that Immediate ly after tho return of tho railways to prlvato operation tho American Hall way Association organized, and nas slnco been conducting, n special uu rcau for the oxpress purpose of car rying on a campaign to reduco by 50 nor cent the enormous Item of loss and damage which dovolopod undor government control. SALEM, May 17. Further reduc tlons in p'rico of gas furnished by tho Portland Gas & Coke company will bo ordered by the Oregon pub lic service . commission within tho next few days as tho result of a re cent decrease in the cost of crudo oil amounting to approximately 20 cents a barrel, r FJvo:'inches of snow'covered part of the desert in the Imperial Valley of California near El Centre, April 4.
