Federal appropriations for highway con struction In Oregon will be greatly augmented, It an amendment, draft ed by United States Senator It. N. Stanfleld to tho federal highway bill Is adopted. Drlefly. the amendment provides that after the deduction of not to exceed 5 per cent tor administra tion, 12 per cent of tho funds avail ablo annually for federal highway construction shall ho apportioned to tho federal land states In pro portion to tho number of acres In forest reserves In each, and that tho remaining 88 per cent shall bo ap portioned to tho stato In propor tion to tho number of motor ve hicles Ilconscd each year. Provision Is further made that Tho funds apportioned to tho tod oral land states shall bo used for tho construction and maintenance of roads, wholly or partly, in tho forest reserves. Party Pledge- Followed "Tho clause In tho amendment providing for tho apportionment of 12 per cont of the highway funds to the public land states 1b In ac cordance with a plank adopted by tho republican party In its plat form at Chicago last Juno," said Senator Stanflold In discussing tho legislation. , "In tho western states and Alaska large areas of land have ben placed In forest resorves to conserve, their wealth for tho benefit of tho futuro children of tho statos, and tho plan adopted declares that those, public lands should bo a controlling factor In tho apportlpnment of federal highway funds. "Thoso lands aro not open to sot tloment, improvement, development, nor aro thoy subject to taxation. Tho children cf tho eastern and middle, states aro part owners and beneficiaries of this conserved woalth equally with tho children of tho states In which tho forest re serves aro located. Tho eastern and middle stntes long ago passed tliolr public lands to privato ownership, and thoy are now being taxed to help bear tho public burdons of tho govornmont, among thom Its ifchool and roads. ' t Present Plan Burden "The public 'land states are com pelled. to bear all these burdens by tax levies . upon privately owned land only, nnd In soma of tho states tho total acreage of prltu.ciy o,v land Is less than half of the area of the state. "Tho construction of public high ways Is one of tho largest and most Important and far reaching of tho many problems of this generation, which may properly bo termed t' 'motpr ago.' It Is clearly unfair to withdraw from settlement largo areas within 'theso states, and pro vent their taxation nnd dovclopmon' without providing scmo adenuato means of extending aid to thfjc states equal to what they sho ' but do not rccelvo In taxes on tbc:e lands. Tho 12 per cent provided li the amendment Is equal approxi mately to tho amount theso forest resorvo lands would pay In stato and county taxes If thoy wore pri vately owned, and subject to taxa tion. "Tho apportionment of the re mainder of tho funds (88 per cent) Is mado according to tho motor ve hlclo licenses Issued In each stato. If the funds aro raised for public highway activities by 'a sales tax Imposed upon motor vehicles; tiro a. at ut. t'KiorlrSr us proposed t . ether amendment prepared by nir then this method of apportionment H exact and equitable. It more' means that tho contribution madr by tho manufacturer to tho go' , arnment at the tlmo tho vehlclo Is sold follows tho vehicle into tho lthu state, and Is there used for tho construction and maintenance of roads for tho samo ofilclo to run on. Plnn Held Pair 1 "If tho funds nro raised by an np- ! tiroiirlntion out of tho General fund this method 'of apportionment Is still j as nearly fair nnd exact as may bo written In any leglslatlvo act as tho number of motor vohlclo licenses In each stato fairly reflects tho wealth, population nnd total road mileage within the stato. If this factor Is 'us ed In apportioning funds It Is easy I and Inoxponslvo to ascertain tho slzo of tho factor by merely getting tho slxo of tho factor by merely gottlng a cortlfctto from the official having chargo of tho motor vohlclo depart- i wont." i.i.im.k stops ship i IIONOU'l.l'.
