will clarify tho situation and put

facts they are entitled to know.
Thoro Is nothing to fear. Every

1919 session, will bo placed before
the .present legislature, according to
Senator Jones of San Jose.
Tho plan Is to create a stato de
partment of education that would In
clude all education Institutions, from
the state university to the element
ary schools, and would take over' ed
ucational functions now performed
by various stato agencies. Sonator
Jones said the committee's recom
mendations were In harmony with
plans for complote reorganization of
the stato government along lines of
efficiency and economy.
A state board of education would
havo supervision of all educational
matters and tho superintended of
public Instruction would be mudo an
appotntivo officer. Slmllarjactlhn Is
contemplated In counties, tho countv
superintendent of schools being ap
pointed rather than elected.
While tho University of California"',
board of regents would cone luto tho
department, according to Senator
Jones, Its functions would not be dis

tho standard of teachers for oloment
