Incidentally, not halt of Callfor
nla's voters went to the primary
polls, showing that the apathy re
garding politics fs not a local condi
tion. 'Twould be a gladsome thing to
predict that Oregon Republicans
would rally strongly to Stanfleld In
the general election, but
I was talking to a staunch Demo
crat, who was evidently no admirer
of his party's senatorial candidate.
"I don't know If I'll vote for Cham
berlain," bo said, "but he'll get
enough Republican votes to elect
him, anyway. You notice that he
seized Republican hands first when
he was hero recently. He's a vote

' "Hut," I argued, "the principles

much larger than nny man, even
than Senator Chamberlain."
' "Doubtlessly so," was tho reply,
"but It's hard to make the voters see
that."
The only ray of hope in local poli
tics was gathered In a short Inter
view with Al. Loavltt. I asked hint
If we were going to have a city, elec
tion this year. '
"You hot wo will," was tho ready
response. He went on to outline an
audacious plan for hurling it dell In
the face of the Htate legislature,
which decreed that cities of over
2000 should bold elections at the
times and places of the general elec
tions, and by use of the state boardc
and machinery.
Judge Leavltt holds that without
a complete overturn of tho city gov
ernmental system, it would be Im
possible to follow the state law. So
he Is going ahead In tho pld way.
Ho says ho has a complete registra
tion list and that the election will bo

of the will of the electors of this
sovereign borough. "Once they have

contest that Is sure to arise. Which
remark raised a fighting glint In the
Judgo's eyo and evoked a parliamen
tary speech which I gathorod was a
challenge to, "let them go to It."
What plans tho Incumbents have
for retaining their seats aro not ac
cessible. The writer has been train
ing with tho wrong crowd and ncccss
to the Inner circle Is barred. Coun
cilman Upp, It Is understood, has not
lost his aspirations for tho mayoral

tho local Magdalens and his opposi
tion to other moral roform measures.
No doubt his stand has helped him
In certain quarters, and It Is easily
concelvablo It may havo outweighed
any damago done him with foes of
prostitution and gambling.
There Is no organization porcoptl
ble for putting forward an opposition
ticket. According to Judgo Leavltt
petitions for nomination to the city
office must bo filed not later than Oc
tober 15, which leaves time enough
for rustling votes.
There Is a feeling, qulto wide
spread, but as before said, the writer
has access to but ono sldo of tho dis
sension, that tho sentenco of tho
