DEMOCRATIC CONTROL
j FOR STATE CHAMBER
Subscribers to Budget Will
Have Voice In Matter
f Expenditures.
"After1 1 have subscribed to the Ore
gon State Chamber of Commerce, Wu.il
vart will I have In tho organisation?"
This quretlcn I frequently heard In
connection with the State Chamber ex
pansion movement now In progress.
The answer Is that all subscribers
will hate a voice In sarin; how the
aoary will be spent By this and
ther saetbeds the fundamental demo
cracy of tho organisation Is aasurrd.
Of course tho Board of Directors, to
which every member Is eligible, will
'etaally eipend tho funda of the organ ergan organ
isateon: but they will be guided lu
their eapendlturxa by tho wishes of the
OThacrlbera.
To determlno whst the subscribers
ant tho Stato Chamber to do, group
meetings will be held In every centet
erf population In tho state, when all sub-
Bribers will bo called together and
Stfkcd to answer, la writing, tho fol
sawing questiens:
L What caa the Oregon Stale Cham
ber of Commerce do to Improve condl
ttoaa cf opportunities In ycur own Una
f business or profession?
S. .What do you bellevo the Oregon
Mate Chamber of Commerce should do
to advance the Interests of your own
eemmunltyf
i. '.What In your opinion as a citixen,
la the thing of flrat Importance for
the' Oregon 8tate Chamber of Com
merce to do for the good of tho atate
M a whole f,
After theso group meetings havt
keen held under the direction of the
acutlve committee lu charge of the
campaign, etch dlttrlct will telcct one
tjre?3!tlva to -Urnd a convention
with the officers and' directors cf the
State 'Chtmber, and the answers to the
questions will be formulated lntoa
. program of acidities designed to unite
the cnilrc state on (If Unite tasks.
The program of work will also con
trol rxpei-dlture. When work Is start
ed on thli proKram tho director will
follow thdr pricnt practice of submit
ting questions of wide Importance by
Beans of referendum.
Tho Directors represent every city
and county la tho state. Representa
tion on tho Hoard Is arranged geo
graphically and not bated on popula
tion. Eastern Oregon Is represented by
five Directors, Western Oregon by.tlve,
Multnomah. County ty two, and there
are three at large; making a total of
fifteen, .which aolds the possibility
f control by any one section.
To sum up: The State Chamber will
do what the subecrlbers themselves say
should be done. It will fuqctlon
through a Hoard of Directors elected
by delegates and officers, Including an
executive secretary 'elected by the
Board. Voting will be done by consti
tuent members. Individual subscribers
kelp make up the program of activities
mad carry them to completion through
nmlttee service.
