The much discussed reformation of the foreign office has begun with tho creation of a foreign trade bureau that is a decided Innovation and a radical alteration of tho old-tlmo methods of doing business. - Tho whole basis of tho foreign trado bureau Is that Germany must on the one hand have n very exact and accurate news report of every thing concerning foreign trade, from official and private reporters. Such information must flow directly into . the office of a man trained and fitted to understand precisely tho impor tance of a given piece of news. Men will be trained to study given coun tries. News from such countries will go directly to tho experts of each. Tho bureau is headed by an ad ministration poard of council of 25 to 30 members, all of them experts In various business lines, and half a dozen imperial olllcfals, likewise experts, will belong to the council. No one, not even the foreign office. will have a veto right over the cisions of the council.
