JULY ISSUE McCLURE'S ON "UTILITIES ENTITLED TO
PROTECTION"
The financial editor, in a forceful article in that Magazine, says:
"Public Utilities Commissions havo been formed in many states to oxerciso con
trol over privately owned public utilltios, and havo gonorally demonstrated that
their regulation is beneficial On tho other hand, municipal ownership has proved
gonorally unsuccessful, and is subject to objectionable and harmful political manipu
lation. Tho public should realize this fact, that Its Intorests aro thoso affected, and
it is a fact that privato ownership is ninety-nino times out of a hundred moro
efficient than ownership by a government, whother of a city or nation.
"In order that a public utility may expand, monoy is needed, and to got money
credit is necessary. It is to the interest of a city and Its inhabitants to see that
credit is furnished. Their interests aro inextricably lntortwlnod, and
public indifference to and ignorance of conditions affecting this class of companies
aro serious hardships to their growth and expansion. If tho utilities aro to
bo regulated they are entitled to protection."

"BUY LESS,"
RETAIL MEN
WARN PUBLIC
. San Francisco The retail dealers'
advice to the victims of high prices
' Is to curtail buying. Following Is a
portion of a letter from Edward A.
MacLean, secretary of tho Oregon
I Retail Morchants' Association, to
. Governor John U. Calkins of the
San Francisco Federal Itcservo
1 Bank:
"Portland, Oregon,
1 August 2S, 1919.
I " So long as the free buying
. spirit of the American public exists,
, mayors and governors can fuss and
, fume and Congress can enact what
1 it pleases, but high prices will con
tinue. It is my opinion that the pur
' chase of government tecurltlcs such
I as War Savings Stamps and Treas
i ury Savings Certificates Instead of
merchandise will hasten the over
throw of the 'high cost of living.'
"Here Is the point It is high time
that , the American people were
brought to realize that the respon
sibility for tho high cost of living
Is not a responsibility of Congress
or any other agency. Unlebs the
American people, themselves, quit
supporting high prices, they can
right now make up their minds to
pay high prices for somo time to
come.
Yours very truly,
(Signed) E. A. MacLEAN,
Secietary,
Oregon State Retailers' Association."
