tions for planting the thousands of
trees that are to bo set out this fall
in every city and village, in tho Vnlteil
States In memory of soldiers who
paid the "supremo Sacrifico" In
France, have Just been prepared by
the American Forestry Association.
Important points for all tree own
ers to remember In September, ivhfj
Fall planting begins, the Association
says, are as follews:
"1 Prune all dead branches on
old trees. Do not prune unnecessar
Iy, remove as little of the live wood
as possible; make all cuts closo to
the trunk or main limb and cover all
wounds with coal tar.
"2 Remove and destroy egr '
es of the tussock moth and similar
leaf-eating insects.
"3 Mark for removal m Winter
all hopelessly infested and dead trees.
You can discern these trees with
greater deflniteness before the leaves
drop but you can cut them down to
greatest advantage In Winter.

soil."

teenth International Soil Products
Exposition will be held at Kansas
City, Mo., September 24th to October
4th, according to Director F. S. Har
ris, executive committeeman for
Dtah of the International Farm Con
gress and Exposition, under whose
direction the Soil Products Exposi
tion is being held.
The International Farm Congress,
which is the outgrowth of the old
Dry Farming and Irrigation Con
gresses, will hold its annual sessions
at the same time. These sessions

"Public Utilities Commissions have been formod, In many sUtes to exorcise con
trol over privately owned public utilities, and have generally flemonstrated that
their regulation is beneficial On the other hand1, municipal ownership has proved
generally unsuccessful, and Is aubjecfto objcctlenable and harmful political manipu
lation. The public should realize this fact, that Its Interests are those affected, and
it is a fact that prlvato ownership is ninety-nine' tlmea out of a hundred, more
efficient than ownership by a government, whethor of a city, ornation.
"In order that a public utility may expand, money Is noeded, and to get money
