WASHINGTON, D. C, Aug. 18. Strained relations between the Unit ed States and Mexico exist today, ac cording to the state department, fol lowing the announcement from El Paso, Texas, that two American army aviators aro being held some where in bouth of the Big Bend dls itrlct In Mexico, for 15,000 ransom. The two lieutenants are PaulH. DaIa and Harold C. Peterson, who disappeared from El Paso eight days ago. Authorities at Marfa, Texas, received the demands ot the bandits yesterday. They demanded that the money be paid in gold to DawktM Kilpatrick, at Candelarla, Texas, by tonight, or the Americans would ba killed. Another message received in Marfa, signed by the aviators, aSked that the ransom be paid. Members of the military forces In Washington considered the situation very serious, much more so than cit izens in authority. The state depart ment made vigorous representations today to the Mexican government. Trouble has been on the horizon with Mexico ever since several Bail ors were robbed by Mexican bandits some few- weeks ago. Indications are that unless the present situation Is cleared by the Mexican govern ment, that immediate steps will bo taken by the United States to put an end to the many disturbances that have been taking place on the bor der for many months. The American embassy at Mexico City has been Instructed to call upon the Mexican government for qulelc action. The United States must either furnish the sum demanded and charge it against the Carranza government or call upon the Mexican government to pay It direct. It is said there is some; uncertainty whether the aviators landed at Mexico by mis take or, as they claimed, landed en the American aide and were captured: there. They woro on border patrol duty. PORTLAND, Aug. IS. Lieutenant Davis, who is held by the Mexican bandits, enlisted from Poitlaud, and was sent to San Antonio to train soon after the war btarted he was there as Instructor. His parents live nt Strath more, California. He Is 23 years of ago ami was a sopnomcre at stan- foul University tn Palo Alto, Calif.
