DECLARED IMPOSITION Klamath Falls Men Indicate Deter minatlon to Install Municipal By tern Rather Than Submit to tfc Increase Allowed by Commissi in Defiance of City Franchise. A strenuous fight to oppose the raise In rates authorized recently by the Oregon Public Service Commis sion for one dollar per month in crease on business phones and twen ty fie cents per month increase o desk phones, wherever installed, is Indicated here. The business men ot the city have evidenced a determina tion not to pay the Increase &ni tc inaugurate a new municipal sys'em rather than submit to a ruling which Is in direct defiance to the franchise given the Pacific Telephone an.l tele graph company. This controversy will bring up again an old Issue as to whether the rulings of the CommIs:-'r.n will super cede the charter stipulations, nut the people of the community are thoroly roused against what they believe tc be an imposition and may ordc their phones out before they will tan.l for the increase. Section eight of thi "rannhiso stip ulates that not until the exchange ol the city shall reach one thousanu phones Is any increase permitted and that the grantee shall then have t' right to increase the rates on the business phones not to exceed fifty cents per month and on residence, phones not to exceed twenty fi4 cents per month. The total of the phones in the rl'. is still well under 1,000.
