"-St measure: ; r i Tho legislature of the State of Ore gon submitted to the people for their approval on Juno 3d an amendment to the constitution which Huthorizes tt:.! state to pay Interosi on bonds' of drainage and irrigation districts for, the first five years after issue. The interests of" the Stao of Orr Eor. are amply safe-g,iarded, and to secure the benefits of tbo act. the pro ject must have the nppi'ov:iI of the state engineer, the attorney genci.d and the state superintendent of banks. The districts, after their pro-' Ject has been found fea'sible by the above officials, will enter into con tract with the state to pay the annual interest, upon interest bearing cer-, tificates, due' after the final maturity' of tho district's bonds. Thus, while the State of Oregon assumes and pays the annual interest for five years,' from funds raised from the sale of its own bonds, the interest thereon is paid by .tho various districts. Thero is no outlay of money on the part of the state, and no expense or) cost to the state. This proposed amendment is one of the greatest steps toward the devel opment of Oregon that has ever been taken. ' It will mean the expenditure in the counties of Klamath, Lake, Deschutes, Crook and Jefferson of over $25,000, 000 within the next Ave years. ' It .will mean that every feasible, sound Irrigation or drainage district In Klamath County can llntl a ready market for its'bonds. It will mean that bonds will sell at par. Instead of around ninety, i.ntl the Interest may be reduced from C percent to 5 per ce'nt. 1 It will mean that every district that can have its bonds certified under the existing law can seoure tho bene- I W.
