SATURDAY, APRIL 5, 1010 ROOT BUILDS THE IJHIIKJK The reception given to Mr. Root's proposed amendments ot the Paris covenant by Senators Hitchcock and Hornh Is a measure of the great ser vice which the ex-senator has ren dered. Mr. Hitchcock and Mr. Borah may be said to represent the two ex tremes ot opinion on the league con stitution dratted at Paris, the one for the other against it. While neither is ready to accept Mr. Root's pro posals entirely, both show a disposi tion to accept the amendments relat ing to the Monroe doctrine and im migration. The attitude of the Amer ican delegates at Paris is so favorable to the Root amendments that there is hope that in the main they will be adopted. Thus Mr. Root may have built the bridge spanning the gap which divides President Wilson from the. senate. I Mr. Hitchcock makes one criticism of the Hoot proposal which is not warranted by the text. He says that the proposal for compulsory arbitra tion of all disputes, including those ot national honor and vital interests, would raise "a storm of objection" In the senate, but he has misread what Mr. Root proposes! Mr. Root's sub stitute for article 13 ot the constitu tion requires arbitration of "all dis putes (Including those affecting honor and vital interests) which are of a justiciable character," and it then gives this definitien: Disputes of a Justiciable character 'sonian are defined as disputes as to the in-1 terpretatlon of a treaty, as to any Salem is going at the telephone needed only to cease delivering elo quent generalities about the yearning of the nations for some league to pre vent war, and about the duty of this nation to Join such a league; ho need ed only to recognizo that he alone could not commit the United States to such a league and that ho must enlist the co-operation of the senate and get down to particulars with It. The senators who have shuddered at the prospect that the United States might become party to European quarrels or become mandatory for some country In Asia needed to real ize that aid, through a league. In pre venting war in Europe had become a condition for peace for America. They needed to study means ot reconcil ing this condition with American con trol of American affairs, in order that the United States might do its duty by the world and at the same time do its duty by Itself. The emergency. which is no less than that which i caused men to forget party for the sake of country two years ago, de manded the broadest Americanism, untainted by party feeling, but Mr. Wilson's conduct of affairs threw the whole discussion into an atmosphere of party controversy.
