.of territory about 600 miles wide by
1000 miles long, and 40,000,000 out
ot Russia's 180,000,000 inhabitants.

10 per cent of the people in this ter
ritory. Thoy maintain themselves by
terror they have to kill people to
last.
Bolshevism next attacked Germany
nnd tried to overthrow the govern
ment by civil war, but the independ
ent socialists, who Include Its votar
ies, polled only 7.C8 per cent of the
votes at the election of 'tho national
assembly. They tried to seize the gox--ernment
by force because they knew
they could not win power by votes,
but the other 92.32 per cent of the
people had enough intelligence and
determination to fight and overcome
them. The terrorized 90 per cent of
the people In central Russia lacked
those qualities of resistance, there
fore they passed easily from the tyr
anny of the czar to that of Lenlne
after a brief Interval of frenzied lib
erty under Kerensky.
