the legality of the Power company's
contract, sajs: "I furtner belleio
that .anyone who, having the oppor
tunity, does not object at the proper
time, should forever remain silent "
He Is seeking to serve two objects
with this statement. One has' Mr. I
Bradbury in mind, s indicated by
the' preceding sentences in his para
graph. Mr. Bradbury will answer
for himself. The other Is a client 'ob
ject. It Is this: When it was decid
ed to slip Into the contract that the
land owners voted on, the provisions
ot the resolution published yesterday,
whereby the power was taken away
from the people without compensa
tion, the directors evidently wanted
to fix it 8,0 there could be no come
back or objection, so they submitted
the entire proceedings to the Circuit
Court for .approval. Under the law
this could be done. Public notice
was given, that this step was to be
taken, .and if no objection was enter
ed the court would approve ALL of
the proceedings. No objection was
entered, for the -reason no one' sus
pected that the proceedings we're for
the purpose of confirming something
about which they had no knowledge.
That is why the people today object.

Mr. Offleld, in his "Third" reason,
teils his farmer friends that all he
can find la the reclamation law is
the guarantee to the landowners of
a "certain amount ot water delivered
to his land for irrigation purposes."
We presume from this- that Mr. Of
fleld is ready- to turnover to anyone
who may choose; toput. fn'a claim for
it, everything, 'that remains after the

Upper Lake, provided the farmers
will be guaranteed the water for their
lands. Or course, judging from Mr.
OIHeld's reasoning, the farmers have
not paid for any of these things,
either. He loses sight of the fact that
the reclamation service has simply
been acting as trustee, and "as such
