The landowners under the- Klam
ath IVoJect are going to be cillsd
upon within the next two weeks to
decide a question that is ot more
vital importance to them than any
other one thing connected with their
experience, with the Reclamation Serv
ice. They are to be asked to decide
whether they want to test the legality
of the contract that has been entered
Into between the, Reilumatjon Serv
ice and the California-Oregon Power
company and it Is to make clear the
attitude ot the Herald on this matter
thHt we are referring to it tcdiy.
, In the. first place, this paper has
no ta.nrrel with thj California Ore
gou Power Company, as such. It is
not opposing this contract because
It happens to have been made with
this company. It is not opposing It
because it is a corporation, for we
claim that corporations have just
the same rights as individuals and
are entitled to the same protection.
We are not surprised at this company
trying to secure and hold this con
tract, for It is the biggest thing for
it that it can possess, and that is why
it is getting ready to put up a de
termined fight to keep this contract
and put into effect Its provisions. We
are opposing that contract, for the
reason we befleve it is against the
best Interests of the landowners who
created the power this contract seeks
to control and because we believe
that if all of the 'power tributary to
the Klamath Project is kept and de
veloped by the landowners, it will
repay to them all ,of the cost of the
project and in time be a source of
income.
The Herald has contended from
the beginning that the Klamath Ir
rigation District should join with the
Water Users Association in a suit
to test the legality of the contract,
and for that reason the editor ot this
paper appeared at the last meeting
of the directors of the district and
asked for a submlss.ion of this ques-
1 matter and let it take whatever
' course conditions may dictate, if the
men who are paying the bill, whose .
Interests and rights are being barter,

swindled do not consider them of suf
ficient Importance to give the con
sideration they deserve, it will be no"1
fault of the Herald and It will feel
that it has been released from the re-
sponbillty ot carrying on the tight
