Demobilisation ot the Army air serv
ice presents a separate problem on
whlch .War Department officials now
are, at work. How it Is to be accom
plished so that the aircraft manu-
ficturing Industry, now a Government
monopoly, can be preserved has not
been disclosed, but It Is possible to
state authoritatively some ot the con
siderations that will govern demoblll.

gard the air service as the field of
military enterprise in which the
greatest developments are to be ex
pected. For that reason the Army
programme to be laid before Con
gress probably will show recommen
dations for continuing the aviation
branches on a scale disproportionate

prove existing types, of planes and en
gines or develdp new ones. '
It Is also certain that plans now be
ing formulated will make provision
for continuing in the permanent mili
tary establishment officers and men
who have displayed marked ability
In the operation, production and
equipment of airplanes, balloons and
other aircraft. The monopoly ot the
Government extends to every branch
of aircraft production. To make a
start on the extraordinary programme
laid out, it was necessary to build
from the 'ground up, to create virtu-
ally every.faciltty required

exceptions are the automobile factor
les, which' -were turned to the pro
duction of aircraft engines.
' The Government owns some 3J
flyingjflelds, sll fully equipped, and
hag built up preliminary courses in
colleges and universities In all parts
of the country. The home aviation
schools now are fitted to turn out
2,000 men a month rated as reserve
military aviators, while there are now

The annual meeting ot tho Oregon
Irrigation congress will be held at the
Imperial hotel. In the Elizabethan
room, on January 9, 10 and 11, Just
preceding the opening of legislative
sessions at Salem. J. W. Brewer of
Portland has been appointed chair
man ot the committee In charge ot
the program.
The Irrlgatlonlsts, as af 'previous
assemblies, will plan in detail their
program for the coming year in the
general advancement ot Irrigation
projects thruout the state. Close to
the opening ot the legislative session,
it is not improbable that the Oregon
irrigation congress will formulate
certain requests for enactment by
the state sotons.
