of the Associated Prcsa) The atti
tude of the French population toward
the American today I In the high
est degree friendly. There la. how
ever, a factor which holds unpleasant
possibilities and which cctnes into
ptay In regions occupied by the
Americmt. That Is the belief In the
mind of the non-comerclal French
population that the sharp rise In the,
con of living Is chiefly due to the
prodigality of the American troops.
The rise In the cost of living In
France has been 4$ per cent In fbe
lone of the Interior and 55 per cent
In the tcne of the armies, since the
beginning of 191.
In cantonments where the Ameri
cans represent only a small propor
tion of the population the Increise
Is sometimes so small as to be barely
perceptible. But where Americans
are found In greit numbers the la
creased prices have reached a point
which the authorities term as "an
guishing" and which provoke among
the non-ccmmerclal population a
sharp discontent.

rise In the cost of living la the reg
ions occupied by American troops.
They are:
The normal Interplay of supply
and demand.
The desire on the part ot tradea
people for Immoderate gain.
The prodigality of Americans.
The French authoritlea afe consid
ering vigorous application of the law
which provides punishment for un
justifiable extortion.
The authorities are seriously con
cerned at the possibility that the
Americana may carry away from
Friace the Idea that the. typical
Frenchman is a greedy and Indiffer
ent "mereanti."
On the other hand, the American
Cammlttee on Public Information
baa auggested to 'the American
autkorittea that they co-operate with
the French In keeping down the coat
of living aa much as possible.
It baa been auggested thst Ameri
can action might profitably be direct
ed at once to a reduction In the pro
dlgallty of the troops.

An IRISH fpT. Aug. 20. ;Ci
respondence of The Associated Press)
If the popular, conception of the
periscope and ihe manner In which
It la brought to the surface and law
erad were accurate, chasing subma'r-
Inao would be a much eaaler task
than American destroyer commanders
have laid out foV them. They do not
aee a pipe four or five Inches In dia
meter with lenses at the top swish
lag thru the water or disappearing
during the rather alow process of
submerging a U-boat.
Instead they see, If they are fortu
nate enough, a slender pipe not more
than one and a half inchea In dia
meter shoot up above the surface and
disappear within a few seconds. It
la the telescopic periscope that may
be operated from a depth of several
feet. All under-water craft now are
oiulppcd with thorn rather than tho
old type which, thru photographs and
drawings has been Impressed upon
many people. "
Tho operation of tho perloaope U
controlled to a largo eatent 'by a
very delicate Instrument which de
notes to the D-boat commander tho
condition-of tho MWt tho surface.
t U ll is comparatively amooin, waica
enhances the danger of detection, ho
need raise the periscope only a few
rough be must raise the "eye" higher
Inches above the surface, 'if it la
but he really Is In not as great dan
ger as If the water waa calm, because
it Is difficult for an observer on an
other ship to see tho small Instrument
ln a heavy sea. , lt
The Instrument u controlled by
water pressure which varies with the
height and, violence of the waves and
shows actual surface conditions on an
Indicator In the' ship.
In one successful fight, 'with a
U-boat It was estimated that the per-
iscope won visible, less than ten sec
onds, it came np very eiose to a ae
stroyer, doubtle'ss a great deft closer
than the submarine .commander had
reckoned, and whan ha realised bla
peril be attempted to scurry away.
But a depth charge was dropped and
German submarine power decreased
by one boat.
