The unhappy Parisian, who has not fore sworn his habit of demanding more bread, has a secret hope that bread cards may effect such an economy that he may once more be allowed his beloved white bread, and after his re cent experience he is quite prepared to limit his consumption severely, If the reduced allowance Is only of good quality. , The Official Journal has just pub lished the decree regulating the mak ing and consumption of bread, and explaining how the bread cards will operate when they come Into use next month. The decree Is very long and very complicated, and does not read as If It will be workable In prac-l tlce. Children from 1 year to 6 are allowed two-thirds of a pound of bread a day. Everyone above 6 years can have 1.1 pounds. "In all hotels and restaurants,'" the decree reads, "bread must be counted separately and only be served In slices at 1 cent each." Dread cards will be in duplicate, ono to be retained by the bread-eater and the other, to be deposited with the baker. Any baker selling fresh bread, or bread not made with regu lation Hour will have bis allowance suppressed for a month. President Wilson's reply to the pope's peace note has been' published gener ally by tho newspapers, and In the editorial comment Mr. Wilson is bit terly denounced on the score of the note's tendency and tone. The Lokal Anzelger says: "President Wilson declines the pope's mediation with the same mass of swollen phrases with which he has already satiated the German peoples. We are told that the war Is not being waged against the German nation, but ngalnBt their 'masters.' "The absolute mendacity of Mr. Wilson's phraseology becomes appar ent when his dictum as to the rights of nations who are capable of shap ing their own, destinies Is opposed to the wish of the (German' people to be governed by these very 'masters.' Mr. Wilson, therefore, does not intend to give us our liberty, but to deprive us of liberty to arrive at our own de cisions.
