It was late In the evening Thursday
that I first talced with Lord Derby.
The room was slowly darkening. The
war secretary, aa he spoke these last
words, paused and smoked furiously.
His face and form were half hidden,

dusk of the room, tt was easy for the
Imagination to conjure up the pierc
ing grey eyes of the silent "man who
knew" Kitchener who, sitting at
the same desk, fought and defeated
British apathy when that effort seemed
hopeless.
"Americans are quicker at some
things than the British." Lord Derby
resumed, after a moment. "I believe
America will get a quicker start than
we did If her people appreciate the
site of the Job."
"Can the American army be trained
as rapidly as the new nnits of the
British army that Is, In three mon
ths?" was asked.
"There again American quickness
will probably show itself." the war
secretary returned. "The fact that
the British are now able to train men
In three months is partly due to their
dealing with seasoned organisations
from the front.
"But I should say that three months'
training in America, plus a certain
amount of necessary training In
Franco, would make the fittest kind
of soldiers from entirely raw material.
"The matter of getting a small Am
erican contingent over here even ear
lier Is one which American soldiers
must decide for themselves, but 1
have no doubt of the effect it would
have on the British. The French are
less stolid and it would affect them
even greater."
"What about Americans on the Rus
sian front?" Lord Derby was asked.
"That la entirely a Btater for soldiers
to decide. It certainly could not fail
to Inspire the Russian people.
"There's another phase of this ques
tion of moral effect about which little
baa been said and that is the effect
on the German people when America
actually takes the field. Think what
It means. Many Germans have looked
to America as a sort of heaven. Many
have been struggling for years In the
hope of emigrating there. Now it
will seem that the gates are closed.
This effect on the German people may
possibly be the most important single
proof that they are the worst victims
of the system for which they are
being slsughtered to defend. .
"No one can question the tremen
dous effect of the first appearance of
an American army however small-
la the righting line.
"But after all. that'a not the main
thing. That won't end the war.
"Not until America begins making
war as though she alone faced Ger
many will there be a possibility of
predicting when the end will come
and I know that Is the spirit in which
the American aatioa Is taking up the

Not beef, of course, but tender horse
meat from the plains of eastern Ore
gon are offered here at these prices.
The Eastern Oregon Horse Meat Mar
ket, Edward Kanaer, proprietor, open
ed here this morning and reports busi
ness fine. He sells horse meat from
four to seven and one-balf cents a
pound.
The horses were rounded up by
Warm Springs Indians on their reser
vation east of ths mountains and were
skipped to the Portland Union Stock
Yards the latter part of last week.
The horses were wild, and too small
for use on farms or by the govern-
ant.
Kanaer is said to have the only ex
clusive horse meat market in the west.
Because of the introduction of horse
meat on the market here, the city now
has an ordinance provtdiBg for the
