COMMANDER OF THE EAST
WASHINGTON. May 1. Major Gen
eral Leonard Wood was succeeded as
commander of the East today by Major
General Franklin Bell, who has been
commander of the department of the
West with headquarters at San Fran
cisco. Wood establishes the new de
partment of the South, with headquar
ters at Charleston, S. C.
The 'transfer which roused a storm
of criticism on the part of Wood's
friends, who charged that the gener-J
al's criticism of the war department
methods was the reason for it, re
verses a seven-year-old Incident In
1910 Wood succeeded Bell aa chief or
staff; today Bell takes the more im
portant post, and Wood commands a
new, and in popular opinion leas im
portant post

COUNCIL-APPROVES SETTING OF
CLOCKS AHEAD, AS IT OIVES
MORE TIME FOR WORK IN THE
GARDENS
PORTLAND. May 1. Commissioner
Daly's daylight saving resolution,
which calls upon the people of this
city to begin work one hour earlier In
the morning and quit work one hour
earlier In the evening, was adopted by
the unanimous vote of the Portland
council. The resolution follews:
"Whereas, During the present eco
nomic crisis and period of threatened
shortage of food supply, ll Is necessary
that all available land In the city bo
cultivated for raising food cropi for
human consumption, and that all of
the people should aid and participate
In such cultivation, and it appearing
that a more ample opportunity there
for will be afforded to those who are
employed during fixed hours each day
If such period of regular employment
should begin one hour esrllnr each
day, thus affording an extra hour of
daylight at the close of each day for
the cultivation of vacant land and gar
dens; therefore, be It
"Resolved by the council, That all
employers of labor In this city be, and
they are hereby requested to cause the
regular period or employment of their
employes to begin and terminate ono
hour earlier each day."
The council will consider an ordi
nance this week to change the working
hours of all city employes to meet the
provisions of the resolution.
