The high cost of prosperity In the country Is hitting President Wilson. He can't get men he wants for ble jobs now at bis disposal. Business men are making too much money In their regular pursuits to willingly yield them In favor of some board or commission upon which the president wishes them to serve. A mere $7,500, at one time consid ered a princely sum per annum for any man. Is now regarded as too pal try to appeal to many men the presi dent desires to serve the country. That's what makes selection of dif ferent committees at the president's disposal very difficult. It has held un completion of the tariff commission for weeks. It delayed selection of the shipping board. Each member of both of thejc commissions receives $7,500 a year. The president himself has protested against the situation. He attempted to have the salaries of the tariff commission fixed at $10,- 000 each. Congress declined to put the figure above $7,500. The accompany ing report compared with the per centage shows that out of seventeen samples but one fell below 13 per cent, and that one was 13.55 per cent, while two samples showed bet ter than 14 per cent: four better than 15 per cent; two better than 16 per cent: one better than 17 Der cent: three better than 18 per cent; one better than 20 per cent, and one bet. ter than 21 per cent. The acreage planted by each farm er was about one tenth of an aero and the reported yields for this area ranged from one ton to three tens: one, however, reported not over one- hair ton, with about one-fourth stand. Thcro was probably not sufficient data collected to furnish a very re liable guide as to the best time to plant. The three samples giving the best test were planted May 1, 12 and 34 respectively. Samples 1 and 3, giv ing over 18 per cent sugar, were planted June 10 and 24. The ex- perlenco of 1916 tends to show that nothing was gained by planting be fore May. The date of thlnnlnc and the datm and numbers of times cultivated and Irrigated, very Important factors In beet growing, were secured only in a few Instances, and little con, there- foro, bo said In this respect. Tuo tabulated report rather em phasises the fact that the best sugar test is found In beets running from about one-half to not to exceed one and a quarter pounds in weight. The average weight of beets giving tbo best test was considerably under one pound. Where there was any Quan tity to select from the larger beets were uniform! v rolsotoi in nn. ...,.. ... .,., ,.,, however, where all the beets were large, No, 2, the average being over two pounds per beet, a very good test was given .In the fow Instances where the smaller beets did not give as largo a test as others, the factor of soil, manuer and method of culti vation, etc., would probably give an explanation. While the four largest tests w grown upon what would probably bo ciasson as tne heavier sandy soils, yet me extreme sandy soils gavo very favorable tests.
