In parliament a few days ago by Wal
ter Runciman, contemplating conser
vation of England's food supply. The
ealy criticisms heard. were that the
governmental control had been over
"lang delayed and the preliminary
plans, as announced, were insuffi
ciently sweeping or drastic.
It Is known, however, that Runcl
man's announcement was purely pre-
lisalnary and that he did not reveal
all the steps ot control which the gov
ernment his determined upon. The
food dictatorship, it was said may
eventually outdo even the thorough
