Ollphant, half back, and McKwnn, be the stars of West Point's football nil-round athlete who stands first I n Headquarters Russian Army Is Deadly DuD By WM. PHILIP SIMMS. (United Press Staff Correspondent) IMPERIAL HEADQUARTERS OF RUSSIAN ARMY. Oct. 4 (By Mall). From this place every day about halt past .twelve o'clock, over special wires, flash the orders of the em peror and his Chief of Staff AlesicfT to the generals commanding the TOO miles of front. If you have eyes that can see through house-tops and brick walls, you will see scores of uniformed of ficers pouring over maps and plans; ramrod attention back of busy gen erals: a crown prince learning how to govern; a csar conferring with his start. You will see all these Import art arts which send a half million men to the attack, to the forging of a stream, to the taking of an enemy redoubt. The clash of cavalry, the thunder of big guns, the offensives against Lemberg and Kovel and all the other places all are controlled from here. Yet, if you have the eyes of ordi nary mortals, you see none of this and trend general headquarters, or the Stavka, as the Russians call it, la the deadest, dullest place In all Russia. Unless you have plenty of work to Ucep you occupied, this Is no place for you. This Is no health resort, no place for tired business men, no (amusement center for neurotics and roues. Everybody here has a Job and he keeps at it and If you have none you are in for a rotten lime. Ordinarily about 20,000 people live here. Now, with the military, the population is about double this. Still the narrow, roughly cobbled streets are seldom crowded because most of the 40,00.0 people are busy Inside, lu the dingy shop-windows one sees American tooth washes, American sowing machines, American type writers, American bicycles and ad' vortlsements for American harvest' Ing machines. A long, one-story house of hewn logs, unpainted and weathered to a sombre gray, back a little way from the main street, Is by tradition, the scene of a meeting between Kath erlne the Great, of Russia, and Km peror Frederick, of Prussia, In 1726 Now it is divided Into two parts and a family lives in each. A red brick "opera house" In the middle of the town, the house of the local governor wherein Czar Nicholas If now finds quarters with his 12 yoar-old heir, Alexis Nlkolaleviche; a rather handsome Catholic church. several equally handsome Oreek orthodox churches; the street mar ket; the view from the terrace back of the emperor's quarters, make up the principle sights of the place, A long, very narro wstreet between two rowg of whitewashed stone build ings, wboe roofs are almost low enough to be touched by the extend ed hand, looks inviting. Here are strange shops kept by very hairy men. Their wares are principally articles for the peasants charcoal stoves, ropes, coarse cotton goods, shovels, hose, hoes, fur aad near-fur caps, heavy boot and the like. As oae looks with interest int a bar like place where "kvaas," a Russian drink mad from fermented black bread, but non-alcoholic, on almost gets rua over by a little car made by the man who made the peace party famous. la it war Russian ofceers. He wastes not a minute. ' Still one has time to-take, n look around chewing as ho looks. Down the hall a way Is Captain McCall, the British attache, the dnpperotit one of all. There Is the French lieutenant. wearing n black monocle, and n French captain who has been twice wounded, according to Insignia worn! on bis sleeve. Then there arc tho Belgian attaches, and the Italian, tho Serbian, Japanese and Portuguese.
