Mulkey, ex-President of the Southern
Oregon Normal School at Ashland,
says, concerning the establishment of
an additional Normal School at Pen Pen
dleeon: "I shall support the measure
heartily for the reason that the present
Normal School, though one of the best
In the country, cannot be adequate to
meet the needs of so large a stato as
Oregon. There Is no Institution that
touches the masses of the people so
closely as does the Normal School and
the benefit derived from the taxes paid
by the people of the state for the main
tenance of such schools returns direct
ly to the man and woman who paid
the' taxes and Is conferred directly up
on them and their children. The ex
pense of maintaining a good Normal
School ln Eastern Oregon to a tax-payer
on an assessed valuation of $4000.00
would each year be under the cost of
a good Haana cigar. I sincerely hope
that the coming election will grant to
the people of Eastern Oregon the re
lief they seek in a Normal School."

Flat rejection of the Adamson bill
Is being seriously considered by the
railway .BAltchmen in the Chicago
yards. These men now have a ten
hour day, but a provision of their con
tract regarding tho lunch hour results
lu ithelr generally being paid for elev
en hours. The railways are discuss
ing the advisability of installing three
eight hour shirts. This would take,
generally speaking, throe hours off
the men's day, and they seriously ob
ject to such a curtailment of their In
come, especially with the cost of liv
ing increasing by leaps and bounds.
Switching formen get 40 oenta an
hour. Theoretically they have a ten
hour day, but as has been said, In
practice they are usually paid for
eleven hours work, and make f4. 40 a
day. Under the three eight hour
shift system, .they will get only 13.20
a day, and tbe difference makes a
pretty serious hole in a man's Income,
especially If he has a family to sup
port.
Consequently tbe switchmen, who
all along were willing to submit their
demand for increased wages to arbt
t rat Ion, seriously contemplate flat re
jection of the Adamson bill on the
ground that it is Inimical, Instead of
helpful to labor. There is, of course,
somo question as .to whether, congress
halng given statutory force to the
Adamson bill with its so-called eight
hour provision, the switchmen can re
ject Its provisions and procure arbi
tration of their demand for increased
wages, and that question is now be
ing investigated by their leaders.
More and more are railway men
coming to wonder if President Wilson
did not hand them a gold brickin his
uncontrollable desire to gain the labor
vole and promote his political for
tunes by butting into the controversy
between the railways and their em
ployes, or at least the20 per cent of
them who aro members of the four
biotuerhoods.

fort. It had been multiplied a thousand-fold,
but there were no outlets
for the resulting vibrations except the
peep holes and machine gun slits.
The fort was large enough to hold
300 men.
