that about $6,000,000 is wasted year

He points out that the counties of
the state are expending In a haphaz
ard manner from $4,000,000 to ?G,

This sum of money, he sajs, is o.
rended by 105 county judges and
commissioners, thirty-five county sur
veyors, four roadmasters. 80 10 id

sion, and while "In general these men
are 1 onest, they are disorganized."
"Frequent changes in office, occa
sional recalls and reorganizations
make It very difficult for the public
to profit by past experience," he con
tinues. "Having only limited powers
and without any substantial policy to
adhere to, these state and county offi
cials are dragged around by Interest
ed property owners, enthusiastic cit
izens who have pet projects, or by de
signing contractors and material men,
and forced to spend public money on
small, disconnected, hastily consider
ed, inadequately financed, unrelated
projects, w Ithout regard to the larger
plans of Interest to the whole people.
"We must have a definite plan
adopted by tho legislature defining
the principal routes for inter-county
and inter-state traffic as state routes,"
he says in suggesting remedies.
"Whenever a section or portion of a
state route has been permanently im
proved by the state It should there
after be taken over and maintained
as a state road at the expense of the
state, the county to care for such a-;
road prior to Its becoming a state
toad. The main county roads should
be built and maintained under the
general direction of the county courts.
These roads will serve as feeders to
the main or trunk lines which carry
the concentrated traffic. The local or
district roads should be largely under
district control. Different standards
should be provided for each class, and
sufficient overhead supervision had to
insure that these standards be follow
ed at least on inter-county and inter
state routes."
The Paclflc highway, he declares,
would be of strategic value in case of
invasion of the coast, and he calls at
tention to the fact that while it is
about 50 per cent complete in Wash
ington and California, Oregon has
scarcely mado a beginning. The Co
lumbia River highway is an impoit
ant road, but only partially complet
ed, and the proposed cross-state route
from Portland across the Cascade
range up to the John Day Valley
would open a great undeveloped sec
tion of the state to auto truck traffic,
he says.
