They "are out on a serious errand. This Is the animating spirit of re publican action this year. It was the controlling emotion of the party con vention at Chicago. The delegates were there to name the next presi dent of the United States and they did it. The party at large is now en gaging in the task of electing the next president of the United States and they will do It. This campaign will not be carried for Hughes and the republican party by red Are and torchlight parades, nor by oratory and frenzied cheering. It will be carried by a sober and reas onable appeal to the people an ap peal the nature of which is not dis similar to that which had to be made in 1896, when so many people thought it would be impossible to take to our voters a cold and naked economic question, and to receive from them an adequate and satisfactory judgment. But the campaign of education which Mark Hanna inaugurated and carried forward that year found lodgment in the public mind and the reply of the people to the plea of those who were arguing for the nation's financial honor was emphatic and without res ervation. The plea this year is for the na tional honor in a wider sense and the administration is seeking to cloud the issue by a specious appeal to the cupidity of the voter, who is this year, for the first time in a democrat ic administration, living in a land where prosperity has any foothold at all. In 1896 a like spurious anneal was made to the debtor and to the unemployed to seek by legislative Qat a reduction in the volume of his finan cial burden. Superficially, that plea was of weighty effectiveness. Essen tially it was dishonest, and, when ex posed, it became repugnant to the honest men who compose the Amer ican electorate. But It took months of close and effective campaigning to convince the people that the real rem edy lay in the restoration of the re publican party to power, though the lesson, when learned, was not forgot ten for sixteen years. So It will be this year. The country must be taught that Wilson has not "kept us out of war,'' and that It Is war, and not he, that has the credit for such industrial and financial activ ity as we enjoy. This means an np- (peal to reason which, ultimately rules In this land. And appeals to reason are not achieved by noise. Nine Vessels Submarined United Press Service LONDON, Sept. 0.
