OREGON 8ATURDAY, MAY 6, 1016 THAT TARIFF COMMISSION THERE Is a Joker In the tariff com mission bill approved by Presi dent Wilson, and known as the Ralney bill. Section 11 reads as follews: 'There Is hereby permanently ap propriated, for the purpose of defray lug the expense of the establishment and maintenance of thocommlsslon, Including the payment of salaries nere is authorised out of any money in the treasury, of the United States not oth erwise appropriated, the sum of $300, 000 for each and every fiscal year after the passage of this act" This is intended to make available a permanent appropriation to keep up a commission which will be appointed by President Wilsonr who la a free trader, and who, judging from his past commission appointments Is decidedly averse to making non-partisan appoint ments. When Mr. Ralney wrote sec tion 11 he most have had in mind the action of his own party In destroying the tariff board appointed by President Ttf t by refusing to make an appropria tion for the board for the fiscal year of 1913. It Is considerably more difficult to repeal a section of a statute than It is to refuse to appropriate money for maintaining a bureau. if the Ralney bill shall be passed, there will be six members of this com mission, Instead of five, as at first pro posed, and their terms of office will be two, four, six, eight, ten and twelve years. It Is said that the president has in contemplation, should the bill become a law, the appointment of three democrats to the eight, ten and twelve year terms, and three pencil marked, Instead of engraved, repub licans for the short terms. The bill provides that any member may be re moved by the president for Inefficiency or neglect of duty. The republican ap pointee who would balk at Mr. Wil son's instructions would be promptly declared guilty of both, and a 'more tractable "republican" put In his place. Mr. Wilson Is hugging the vain de lusion that he will be re-elected, and he purposes to stave off any revision of the tariff looking to Increased rates by having the legislation referred to the tariff commission which he doml nates. By the time the comnlsju.u has passed on it the necessity for It fit no longer exist, for the Industrie sought to be protested will have gone Inf. bankruptcy.
