Representative McArthur will have to
fight for his nomination against E. V.

to Klamath county Industries, and ap
proximately $20,000 to tho above pay

It Is truo of practically every city
that the business district changes with
tlmo and shifts to new positions which
nro more accessible to the people wltn
whom they trade and do business. In
Kansas City, Missouri, there la a very
united effort being made at the pres
ent time to prevent the trade center
of that city from shifting from its
old location to a more accessible one,
and In order to prevent this shift
ing nnd tho decrease of values In
tho old trade center, the property
owners In that center are at pras
ont giving three-year leases without
rent to certain good stores in order to
ifAAn them in the old loeatiqn, and
hoDlng through the prominence of

vanced the argument that only by
providing for some such scientific loce-
tion of tho highways on which federal
funds are to bo expended can the evils
of the "pork barrel" system of legisla
tion bo. avoided.
With every good roads measuro that
Is Introduced In congress It Is made
evident that tho trend is away from
"pork and toward a method of federal
participation which will secure the
most efficient administration of the
work and the most economic results.
Officers of tho National Highways As-
sociatlon express their confidence that
with tho tide set in this direction, they
will succeed In their effort to hare
federal participation in this work guid
ed and controlled by tho counsels of
an expert commission.

Klamath Falls Is to be maintained In
as strong a position as it should oc
cupy in the community it should be
entrenched by highway arteries lead
ing the spending public along lines of
tho least resistance to that point, and
In a community where street cars have
not begun to play a part, a good road
bed offers the best Investment for
maintaining this center.
Tho milling centers on the Upper
Klamath Lake will bo benefitted only
to tho extent of not having to invest
quite as much money in dwellings and
in merchandise stocks in their stores.
and yet if they make this Investment
it would be a paying Investment. The
Pelican Bay Lumber company expects
to maintain tho little store which it
has here now, as this store does not
carry all of the needs of the communi
tyIt only carries groceries and a few
staple articles in men's furnishings,
such as overalls, shirts and tobaccos.
Tho largest benefit we expect from
maintaining this store Is permitting
us to buy groceries and supplies con
sumed by ourselves at' wholesale
prices. Inasmuch as we have at the'
present about 250 men to feed, it is

but they would prefer to use their
money to the largest extent directly

enjoy tho profits from these other in
vestments, and the building of the road
would take from the profits of any
expansion of these other enterprises,
as no expansion of the present store
Is contemplated, if Klamath Falls by
the construction of this road shows
that our people can be provided for
in Klamath Falls. Beside the benefits
derived from the pay rolls of the mills
cutting forest reserve timber, some
people do not know that one-fourth
of the money we pay to. the govern
ment for timber Is returned to the
counties in which timber forest Is lo
cated for use In building roads and
maintaining schools. If the mills were
not running this money would not be
available. The county will receive
$6,000.00 this year and double this
amount next year on account of the
Pelican Bay Lumber company cutting
alone,, and will continue from "year to
year.

now the volunteer fire department has
been dragged into politics. The city
officials have been, continually jump
ing from the frying pan Into the fire
and all about matters that could and
should be handled without any fuss,
and expeditiously. When I say that
wo tare at the parting of the ways, I
mean that wo can continue to run our
city on this street-corner basis and
use up our tax money and the energies
of our officials for these petty mat
ters or In the enforcement of -the laws
of the state of Oregon, which should
bo enforced by the state oBclala; or
we can turn about and conduct our
city aa any businesslike municipal
corporation of this site and with our
opportunities should be conducted.
But, we can make up our minds that
It we continue to waste our energies
and the energies of our officials in
street-corner politics, we shall either
altogether or delay for a long time,
the opportunities that await as through
the development of Ihe Klamath coun-

Laws
1 will see that all laws are strictly
enforced, with equality to all.
Police
To secure efficient and courteous po
licemen to patrol the city and enforce
tho ordinances. I believe that Klam
ath Falls Is a law-abiding .community
and I favor the appointment of only
as many men as absolutely necessary
to patrol the business district of the
city and to enforco the sanitary and
other ordinances. These men should
have tho cleanest possible record;
should bo kind and. considerate, es
pecially to children, and should not
wear any uniforms.
Sanitation -
I shall demand that tho police de
partment shall enforce the sanitary
laws of the city. Livery stables and
private families that keep cows or
horses within the city limits will be
required to live up to tho letter and
spirit of the law requlrilng the habita
tion of such animals to bo kept Im
maculately clean so that the health of
our children will not be endangered.
Free Delivery
f If elected, I will co-operate with the
local postoffice officials and use my
best efforts In securing free delivery
of the malls for our city.
Streets
I believe that the present method of
sweeping Main street is antiquated
and out of date. I nave seen clouds
of dust thrown Into the stores of the
merchants along Main streets by the
old "White Wings" that sweeps that
street. I favor the immediate In
auguration of a. proper and modern
method of cleaning the paved street
I favor tho sprinkling and caring for
of the dirt streets-m town, especially
those streets that lead to outlyinlg
portion's.
Shlpplnlgton Road
A road Is badly needed to connect
the main portion of the city with the
Shlpplnlgton district, where is distrib
uted at least 80 per cent of the pay
roll of this city. Several Ideas have
been broached for the construction
of that road. A measure la now on!
the ballot to bond the whole city for
the construction of the road. THIS
MATTER IS SQUARELY UP TO THB ;
TAXPAYERS THEJUBELiVlSS, AH IT
OUGHT TO BE. If it carries, I pledge
myself to see that the money la ex
pended In the best possible way for
Klamath Falls and that the road la
built at once. If the measure falls.
i believe that.the city should repair

and keep In good condition the. present
road leadtnlg to Shlpplnlgton, as they
carry more travel than any of the un
paved streets of the city.
Parks, Playgrounds and Cemetery
I favor the development of the city's
park property Info beauty spots and
public playgrounds for the children.
This can be begun with little expense
and DEVELOPED as the city has the
funds. Tho city should find some
means of taking over the cemetery
and putting It in proper'condltlon. It
should be made a beauty spot instead!
of allowing It to remain open to stray
cattle and horses.
The Fire Department
I believe that Klamath Falls is too
small a city to afford a paid fire de-t
partment large enough to be of any;
material use when fire breaks out j
Volunteer firemen have rendered vali-j
ant and efficient service here for many
years and their efforts should be ap
preciated. Cities many times larger
than Klamath Falls have only volun
teer fire departments. The city should
furnish up-to-date apparatus ror tne
use of the firemen. This apparatus
should be cared for by a paid employe
of the city and always under control
of the city. A favor the passage of
an ordinance that would recognise a
volunteer fire department, .when prop
erly organized under a charter and by
laws to be approved by the council;
such fire department to submit to the
mayor and council the names of awn
from among its. number from which
the city shall, elect the fire chief, who
will have charge of the fire fighting
apparatus of the city and be paid by
the city. I believe that It will be con
sidered a badge of distinction to be
long to a properly organised volunteer
fire department and that the city ad
ministration should encourage volun
teer firemen. Companies of volunteer
firemen are as capable of judging the
qualifications of their members as are
members of companies of tbVNatloaa!
Guard, which comprise the volunteer
army of the United States.
The Ankeny Canal
The Ankeny Canal la a matter that
cannot be handled by the mayor atone.

come to Klamath Falls, we will be
ready to assist and aid In the move
ment that will make a city of Klamath.
We cannot do this if our money and
energies are frittered away in pollti-
cal squabbles. If yon believe In these
tblngs, elect me mayor and I will use
my best efforta to bring them about
