fort station; the wonder is that this
need should so long have been Ig
nored. In communities that now pos
sess comfort stations the different
members of the farmers' families say,
"Meet me at the comfort station, or
the community rest room when you
are ready to go home." Agricultural
exhibits, farmers' meetings, com
munity club meetings, dinners and
scores of other public functions have
in the rest room exactly the place
needed.
The cost of this facility for any
community la so small and its value
so. great that any community that
goes without shows very shortsighted
business and social policy. It pays
in money, in social development, in
cultivating the get-together and boost
ing spirit and in all the ways that re
late to community building.
The old town hall used to serve a
somewhat similar purpose In days
gone by, as did the "olde inn," but
nowadays the community comfort at
tlon has advantages without number
over these prototypes. If a group of
merchants In any town could but
know in advance what a transforma
tion a community rest room will ef
fect in the spirit of their customers.

The votes taken In the house on the
several questions connected with the
McLemore resolution reveal that the
president cannot command the
strength of his party and that If he" is
to be supported" In matters of legis
lation and policy It must be by re
publican co-operation.
The issue on which these votes
were taken was raised by the presi
dent himself, who, with a tactless
ness unusual even for him, undertook
to dictate to the house committee on
rules a procedure regarding a resolu
tion which was In the hands of al
together another committee. The ep
isode, from beginning to end, waa a
demonstration of the disregard which
democratic congressmen have for Mr. I ,,,,. .,.,, ,

To begin with, the committee re
fused to present the question to the
house in the manner which Mr. Wil
son outlined and there never was
an opportunity for a clean-cut divi
sion on the vital issue in the contro
versy. The real issue was whether
the president was right in demand
ing that congress should not express
an opinion warning Americana not
to travel on armed merchant vessels.
Congress 'has never voted on this
question, because the committee pre
sented an entirely different question,
namely, whether the McLemore reso
lution containing such a warning
should be laid on the table and never
brought to a rote.
On this question two. record votes
were obtained In the house the first
on a parliamentary detail ot pro
cedure and the second on the ques
tion of such an Indefinite manner of
disposing ot the qnestton.
On the first of theso tests, twenty
one democrats took on attitude and
voted' In defiance of wlint the ad
ministration spokesman declared to
be the president's wishes. On the
second teal, thlrty-threo democrats
remained obdurate. Tho republicans
who came to the president's aid on
theso questions numbered sixty-three
and ninety-three, respectively.
Here was an issue raised by tho
president himself. In It was Involved
the strength of the community ot
sentiment between him and his party
In congress. It was, In addition, a
question In which a gravo national
policy waa Involved. If ever a time
arose In congress when a president
could hopo to have at his back the
his own party,
this waa the time.
