LAST Sunday the governors ot the
several states gave out the num
ber of the national guards In their
respective states, now ready for ser
vice. The figures are respectable,
though they represent but a little
more than one-seventh ot one per
cent of the people. To prepare them,
as they are now fitted for service,
has cost the states comparatively
little. Does not that carry a thought
ot value with it? There are no signs
that the millennium Is near.
An elementary military training la
a great help to a man to make him
a soldier ot peace, even If he sever
sees a squadron set for war. Why
not then give all the young men of
the country such a training? By a
little readjusting of our schools that
training could be a part of the reg
ular dally routine of a boy's duties
after he reaches fourteen. Began In
the graded schools and continued
through the high school course, the
boys could receive the needed Instruc
tion without one of the demoralising
Influences which attach to camps of
regular armies. In that preliminary
schooling It would be demonstrated
which boys were natural soldiers,
which should be sent for higher train
ing by the government
General Pleasanton once said that
of a volunteer American army one-
halt were natural soldiers, and could
swiftly be moulded into form; that
half of the remainder could be made
Into good soldiers, but that the re
mainder might better be sent home
at once as they never vcould be made
real soldiers and would-simply be In
the way of the real soldiers.
A school training would reveal
these aad prevent their ever becom
ing officers and prevent their ever
making the mistake ot volunteering
In the event of war.
The public and high schools are de
signed to give to the children of the
country without distinction Just as
efficient a training for life's duties
as possible. A preliminary military
training for boys adds In every way

pigeon-holing by the congressional
Judiciary committee of the Susan B.
Anthony national suffrage amend
ment, met here today. -Women repre
senting each of Ohio's twenty-two
congressional districts announced the
following plans: ""
To resurrect the Anthony amend
ment and force a vote In congress
through pressure on every Ohio con
gressman. To boost membership of
the Ohio suffrage organization to
G00.000. Suffrage leaders here today
claim that when their organization
reaches a membership of 500,000 they
will submit another amendment for
suffrage in Ohio. The organization
now numbers about 300,000. Lead
ers said that If tbey can get the half
million members needed, an amend
ment for state suffrage will be sub
mitted next fall, although It was de
cided in convention recently to wait
another year before trying again.
