N THE olden, golden days of Once
Upon a Time, the true lover found
expression for his affection by a mis'
8lve sent to the adored one on-the
fourteenth day ot the second month,
Made usually ot lace paper, it was
generously decorated with roses and
forget-me-nots, cooing doves and
arrow-punctured hearts, and the gay
er and more fanciful It waa the more
ardent waa supposed to be the burn
ing flame of love in the heart of the
sender.
For their safe delivery, the utmost
secrecy was and is -always in
dulged. Private messengers were se
lected to transport the precious billet
douz, carefully warned to ring the
bell and vanish before the usual func
tionary could possibly have time to
open the door. Mystifying the lady
was a regular part of the day's do
ings.
And then came the decade of the
so-called "comic valentines" the
hideous, lurid, colored cartoons print
ed upon cheap paper, with an insult
ing verse. The variety on sale was al
ways wide enough to make It possible
to hit at anybody desired, and thus,
perhaps, Imagine the sender was get
ting revenge.
But those days seem past, Judging
from the absence of the comic valen
tine form display this year,, and It
seems that we are getting back again
to the beautiful, spirit of the Olden,
Golden Days of Once Upon a Time.
Perhaps the world Is getting a little
better.
BUTTER LIVESTOCK NEEDED
OREGON farmers cannot afford to
produce grain and hay on their
farms and feed it to inferior quality
of livestock. This fact was conclu
sively shown by recent farm surveys.
conducted by the Agricultural College
and the United States Department of
Agriculture. The surveys show that
some farms are conducted successful
ly In every department except in the
department of farm livestock, where
inferior animals are maintained. Be
cause of this one lack, the farming
operations were not profitable. It
doesn't pay to feed good grain and
hay to livestock of quality so poor
that it cannot convert the products
Into cash.

SALEM. Feb. 14. Pointing out
that 13,470,848 acres of forests em
braced in government reserves in Ore
gon are yielding It practically no rev
enue, and that considerable less than
one tenth ot the 5,000,000 horse
power in its streams have been devel
oped, Governor Withycombe In an In
terview given to the press emphatical
ly declared himself in favor of eman
cipating at least a portion ot the
state's "natural heritage" from what
he termed the "deadening grip of fed
eral bureaucracy"
"I am In favor of at least some ot
our dormant forests, some of our tin
producing acres and Borne of our wast
ing water powers being freed from the
tomb of neglect in which federal red
tape now so firmly confines them,"
said the governor. "I would that
Western forects might produce pay
rolls. Western acres bring forth crops
and Western water power create in
dustry and wealth, Just as resource of
the East in days gone by were util
ised and made most of by the pioneers
who laid the first foundation for our
commonwealth.
"The Ferris bill would preserve our
water power resources, say Its expo
nents." And for what? I would rath
er see one stream developed than a
score preserved. It Is estimated that
Oregon has some 5,000,000 horse
power in its streams. Thus far less
than halt a million have been filed
