On these Imports the government rea lised a messbr revenue of 14.039.706. or an average duty rate of 10.6 per cent, comDsred with an averase dutr under the Republican law of between nine teen and twenty-two per cent About seventy per cent ot our Im ports are now comlnx In free of duty. which, according to the Democratic theory, should decrease tke cost ot liv ing. Nevertheless, tke Index numbers recently comsiled kr Bradstreet show a steady rise In the cost of living, proof that the tariff has nothing to do with the matter. Our imports today have reached in volume the Democratic low duty nor mal, and the treasury deficit baa also reached characteristic Democratic pro portions. The only beneficiaries of the Democratic tariff law have been the Importers who bring in articles free of duty to compete with domestic produc tion In the American market If the Republican duty rates were In force there would be no necessity for the extension ot the war revenue mea sure. Yet, In addition to that exten sion, the order has gone forth to raise still more revenue by means of direct taxes. Klamath Falls ought to be maklne plans right now for the next year. We ought to be devising ways and means right now for expanding the business of this community in order that we may take full advantage of the good times that are in store for the country the coming year. If we do these things rleht now. if we make a start and accomnllah something instead of sitting back and waiting ror each other to make a move we will be right In the front rank of the prosperous ones during the high tide of the coming months. On Europe's ability to copy American in dustrial methods therefore, depends the effect of the financial burdens which the war Is fastening on the backs of the taxpayers. Prosperity Is written in letters of gold across this country's financial record In 1916. Uncle Sam has almost half a billion dollars more of foreign 'gold than he had a year ago. In the middle of the year a com mission of English and French finan ciers, hesded by Lord Reading. Lord Chief-Justice of England, came to this country to raise war funds. A com mittee of prominent American bankers was formed, dominated by J. P. It was for 1500.000,000 with Interest at 5 per cent per year, to be sold to the public at 98, which gave almost 6 per cent of a return to the Investor. After the details were arranged, a syn dicate of American bankers waa formed which sgreed to hold Its bonds from the public market for 60 days.
