The first wan to prevent the Austro-Oermans from cutting through Serbia to Bul garia, and to oppose the Bulgarians from ninklng a Junction with the cen tral allies In Northern Serbia. The second wiih to preserve the Integrity of Macedonia while at the samo time permitting the Teutons to reach Bul garia. Iloth could not bo adopted slmultn ncously, because the Serbian army was not strong enough. So tho first was adopted, and the Serbs dosertcd Macedonia largely. I In this decision tho Serbs were guided by sound strategy. Macedonia Is near Salonika, and It tho allies throw 400,000 troops Into the Balkans Bulgaria must probably retreat from Macedonia and dcrena uuigaria. Tho Serbs, however, cannot hold out Indefinitely unless the allies send thorn aid. WILSON WROTH AT PERT QUERY WOULD CHA8T18K NEWSPAPER MAN WHO ASKED IF HE AND MRtt. HALT HAItMlEADY MAR. So today he pointed out .a couple of mountains that he said were causing all the trouble, and Instructed his men to "take, 'em away." "What, the mountains?'' "Yes, the mountains." "You mean you would like, these mountains removed?" "Precisely. Move '.em at once." The mountains, be it added, began moving at.once. It is really a small, matter, Moving a few mountains, nsore; or less; la of slight concern-to Goethal.' Chopping a hole In the face1 of the earth and building, a -young sea. to. connect a couple or other that didn't, dismay him. Why stop at shunting mountains around? "Construction days" are being' re-1 peated in Galllardi cut, formerly known as Culebra cut. A score of big dredges arid steam shovels and' an army of -workmen are removing thou sands of cubic yards of earth from the recent slides from Oold and .Contract ors hills. Governor Goetbals a few days ago expressed hope of re-opening the ca nal November Is, but the date, may be extended. Nearly ZOO vessels, held up by the slides since the latter part of , September, wait at. the docks at Balboa, the Pacific terminal, and Colon, on the Atlantic side. "When will the slides permanently atop?" "That Is as easy to predict as the end of the European war' Is the an swer. The removal of tbe'two mountains. Gold and Contractors, being blasted away and, the earth sluiced down to fill holes, and valleys a mile distant, Is expected to atop the Blldes. That the slides will sometime stop forever some day la certain. This is cenS- dently stated by Governor Goetbals. The worst slides, Jt is-believed, are ndw over. The last was the worst since the "big ditch" was opened. "Shoring, off" of the precipitous mountains which form the giant boun daries, of Oalllard cut is the gradual, slow process which will prevent fu ture slides. The -peculiar geological formation of'tfae Panamanian mountains makes this feat difficult, instead of firm rocks or sandy subsoil, interlaced by heavy forests, tike the Rocky Moun tains, those or Panama are-shelving hills or red and yellow clay, covered with tropical trees of small stature and undergrowth, which does not knit the loose soil. The slide movement bsso of the cliffs. Sometimes the movement Is so speedy that dredges ttid tracks are covered. Generally the earth at the base slowly mounts and is, pushed ntll It encroaches. Into the channel. When the upper part ot the hills are cut away to such an angle that the pressure upon the earth beneath Is removed, the slides will stop. The recent slides were expected. Gold hill has been known as the "Jonah of the Cut." Contractors hill, mother source of bad slides, Is almost straight across. These are the only two Important slide danger points re maining In the cut., When construction was' first began the sides ot Gold hill were alssost perpendicular. Now they have, been cut away to ,a very slanting angle, and will soon be 'reduced to a point where slide dsnger will be almost-re moved. , v.
