MIXING THINGS IN THE BALKANS
V1DENTLY there Is considerable
anxious activity in one way and
another on tbe Balkan peninsula. One
might be Justified la tbe conclusion
that historic bit of territory is at tbe
present time just about the center of
a great war plot And it begins to look
so far as oae may jadge from outward
aspects of the plotting that English
diplomacy has won against tbe Ger
man.
Yet there is another view, and it is
not' altogether unreasonable. Basely,
that Germany all along has been satis
fled that Bulgaria, Boumaala aad
Greece were not to be enlisted aa
lighting partners under the same ban
ner or in the same general cause as
the Turk. So With respect to the Bal
kans, Germany may have played rath
er an evasive and a waiting game.
thus assuring the neutrality of these
people so long as Russia was knocking
at the German-Austria frontiers. Had
Balkan bellgerency been precipitated
at that time the effect might have
been-quite different than is likely if
it is now brought to a head.
At no time until, now, as it may-
have been, was Germany ready to turn
attention to the Dardanelles. Perhaps
the Russian was to bo beaten first;
and when he was beaten aad a way
was wanted or must be bad for Ger
many to strike ia support of the Turk,
it was then, time enough to let tbe
issue of Balkan neutrality be forced
to a finality. The rumored declaration
of war on Austria's "part rather Indi
cates that, with the time ripe, Genua
diplomacy is about to do the forcing
It is almost impossible for the. eut:
