Many heeded the call, and the village of the present line la the neighborhood fine buildings, paved streets and other municipal improvements. The South' era Pacific continued to build until the city waa of sufficient size and the sur rounding country sufficiently develop ed to enable It to secure enormous freight revenues, obtained by so-called construction rates. These rates per mitted the producers to get their pro ducts to outside markets with a suffi cient profit to keep them from starv ing, and the Southern Pacific took the rest The Southern Pacific baa now dis continued building entirely In this sec tion, and with the statement that It has no available funds to complete the Natron cutoff, has moved to other fields, where It Is building frantically to thwart competition of other rail roads. Three different lines are now being constructed In Oregon and Cal ifornia by the Southern Pacific which open up less territory, are more expen sive, and which were not contemplated at the time the Natron cutoff was promised to Klamath. Our freight rates are excessive, and In some cases pro hibitive. Many capitalists who have invested heavily have lost large amounts, and one of the greatest, most resourceful regions in the whole Unit ed States Is being retarded shamefully in Its development la order that a rail road corporation may make a little more money.
