company advertises and sells rich
lands set out to rubber trees bearing
bountiful crops of rubber, rhubarb and
radium, and It later develops that the
entire holdings of the company con
sists of a dead prune tree with a bus-
sard's nest Its leading officers usually
take a vacation at about the same time.

go to the same resort
The "gold brick' salesman changes
his seat of operations with greater fre
quency than in the good old days, and
J. Rufus Wallingford" and "Blackle
Daw" must juggle the balls ot high
finance with greater skill to remain
"outside."
This applies to nearly everything
but the weather and railroads. No
damages have yet been collected from
the Creator for a dry season, and few
instances have been reported where a
railroad company has been brought to
time for swindling a community.
Between six and seven years ago the
Southern Pacific built a railroad Into
Klamath Falls, Oregon. With the blare
of many trumpets, the whistle of many
whistles and a $45,000 depot they
made a most triumphlal entry. Klam
ath county waa advertised throughout
the United States widely by the South
ern Pacific as a place where the op
portunities were golden and where the
MAIN LINE between San Francisco
and Portland would soon be running.
Many heeded the call, and the village
of the present line la the neighborhood
fine buildings, paved streets and other
municipal improvements. The South'
era Pacific continued to build until the
city waa of sufficient size and the sur
rounding country sufficiently develop
ed to enable It to secure enormous
freight revenues, obtained by so-called
construction rates. These rates per
mitted the producers to get their pro
ducts to outside markets with a suffi
cient profit to keep them from starv
ing, and the Southern Pacific took the
rest
The Southern Pacific baa now dis
continued building entirely In this sec
tion, and with the statement that It
has no available funds to complete the
Natron cutoff, has moved to other
fields, where It Is building frantically
to thwart competition of other rail
roads. Three different lines are now
being constructed In Oregon and Cal
ifornia by the Southern Pacific which
open up less territory, are more expen
sive, and which were not contemplated
at the time the Natron cutoff was
promised to Klamath. Our freight rates
are excessive, and In some cases pro
hibitive. Many capitalists who have
invested heavily have lost large
amounts, and one of the greatest, most
resourceful regions in the whole Unit
ed States Is being retarded shamefully
in Its development la order that a rail
road corporation may make a little
more money.

Moves Mean

NEW YORK, Sept. 1. The struggle
for Petrograd haa begun. With the
Russians drlren from Brest Litovsk di
rectly toward Petrograd, tho Slav cap
ital Is the Immediate objectlro of the
Germans. Minsk, toward which tho
Russians are retreating. Is almost a
third of the distance to I'otrograd.
No attempt is being made by Grand
Duke Nicholas to creato a diversion.
He rcautea the danger now threaten
ing Petrograd, and his ono purpose
now is to conceatrato all araiiaoio
forces to block the Teutonic advance
to the Northeast
The Russians are keeping their
forces intact aad It Is probable they
Intend making an Immediate stand,
contesting the way to Petrograd, and
to give battle between Vllna and
Minsk. Here are the last natural de
fenses before the Dvine River Is
reached. This forms the outer barrier
of what la properly termed tho Petro
grad hinterland. It offers an admir
able opportunity for an offensive
against the Germans, although the
chances are against tho Slavs being
able to develop a counter attack of
their own. Could .they do so, the Ger
man right wing might be forced Into
the Pripet aad Piask marshes and the
memory of the East Prussian reverses
would be avenged.
In turn, the Russians arc approach
ing a difficult piece of country, which
in a measure is comparable to the lake
district ot East Prussia. This' Is the
watery region north of Minsk, on both
sides of the Dvlna River.
To avoid the danger of the lakes
north of Minsk, Grand Duke Nicholas
will propable have to exercise careful
strategy, but at the same time tho
lake region will protect his left flank

tire upon the Dvlna In good order.
The Dvlna front Is shorter than any
Une the Russians have defended. But
It cannot be held. Petrograd's fall is
Inevitable unless the Teutons are com
pelled by events In tho west, In the
Balkans or Turkey, to abandon the
Russian hunt
