eral welfare aad good ot the. county
caa be looked after on a bastaeas
basis that will be satisfactory to all.
The Commercial Club ia not tormen
only for the benefit of Klamath
Falls, but is organised here simply be
cause of the nature of things, aa this
Is the business center of the county.
The work that is done by the Com
mercial Club la largely la the inter
ests of the county aa a whole. Unless
the county is represented aa a whole
the work cannot be satisfactory to the
county aa a whole. Every corner and
town In the county should be repre
sented ia tbe Commercial Club by
members that will take active part ia
the work aad an interest in the club.
Tbe situation in Klamath Is differ
ent than in many places. The county
aeeda the development aad the city
wtU follow the county. Matters per
taining to the country districts can
not be properly taken, up 'aad han
dled unless there are representatives
throughout the county that caa In
form the club and Its oflcera aa to the
needs. Prompt attention la a big fac
tor In gaining any result, and only
byHhis method can they be obtained.

SHOWS DECISION OF UPPER
COURT TO PROVE IT
EUREKA, Cal., Aug. 6. Any boy
over 18 years of age aad any girl
who can boast 16 summers have a
perfect right- to court or be courted
and can be legally married under the
laws of the state,, despite the objec
tions ot parents, guardians or officers
ot the law, according to a decision
quoted by District Attorney Arthur
W. Hill yesterday.
The district attorney usurped the
cupldian" duties of County Clerk
Fred M. Kay for a brief period. A
young man who has attained hla ma
jority was requested by Hill to marry
a girl but 16. He gave them the
proper Instructions for procuring a
marriage, license, bestowed his bless
ings and sent them to the county
clerk's office.
When Kay learned the bride to be
was but 16 years ot age he demanded
that the girl's parents give their con
sent. The baffled couple wended
their way back to the district attor
ney. Hill grabbed a law volume,, ac
companied the young people to the
clerk'a office, and read a recent de
cision of the supreme court which up
sets all former procedure where
minors desired to be wedded.
This decision was banded down in
May and It seems a young girl waa
married without her mother's con
sent. The latter endeavored to have
the marriage annuled. The case was
carried to the supreme court and the
learned Jurists interpreted the exist'
ing marriage laws to mean that any
girl over 16 years of age and youth
over 18 need not have, their parents
consent to get a license.
STANDARD OF STATE
UNIVERSITY IS RAISED
EUGENE, Ore., Aug. 6. Further
tightening ot the screws at the Uni
versity In an effort to raise the stand
ard even higher is tbe edict circulated
about the campus tbia week.
Ten per cent will be added to all
requirements durmg the coming year,
Required hours of study will be in
creased, lessons will be longer, gen
eral standards higher, the field of
study larger and the depth of subject
greater. '
The tightening la not In the uni
versity alone, says President P. L.
Campbell, from whose office the order
comes, but characterises higher
school work throughout the state.
"The '10 per cent movement' Is not
an innovation, but rather a culmina
tion," declares President Campbell.
"If you want to know why we can
expect to succeed In effecting such a
decided improvement aa 10 per cent
in one year," he says "you will have
to look into the Oregon high schools
and observe what has been happen
ing there in the hut few years.
"This whole matter is closely con
nected with the better preparation the
Oregon boy is now receiving in tbe
secondary schools.
"Standards have been going up
steadily for a long time. While we
think-of tba '10 per eeat idea' aa an

that Is already being made and to aaa
that every braaah of university ac
