'MEDIATION SAYS
BRYAN IS REMEDY
WASHINGTON, D. C, June 21.
Former Secretary of SUte WUIUm
Jeanlags Bryan, in the third and con-
elating article In his statement on
"The Causeless War," Issued today,' riman Lodge. Lunch was had at
suggests mediation "as the way out." 'Odessa, where Mr. and Mrs. W. E.
As a preventive ot war Bryan pro-iLamm had provided a bounteous
poses universal use of his lnvestlga feast. The launch Oakland was char-
tlon committee peace treaty plan. tered for (he trip.
Mediation," the former secretary
ya, "to the means provided by inter-
national agreement through which the
belligerent, nations can be brought In
to conference; time for the Investiga
tion of all disputes Is the means by
which the future wars can be averted.
The cultivation of international
friendship is the means by which the
deatre for war can be rooted out.7'
In elaborating his plan for restora
tion of peace Bryan urges:
"The neutral nations In advocating,
crystallte sentiment In favor of peace
into, a coercive force, and offer media
tion Jointly or severally; that the
warring nations Join In a treaty to
provide for the investigation by a
permanent international committee of;
very dispute that may arise, no mat-
tar what Its character in nature; and
that a world-wide educational move
ment to cultivate a spirit of brother
hood among the nations be under
taken as the final task of the advo
cates of peace."
"Great nations cannot be extermi
nated," says Bryan. "Predictions
made at the beginning of the war
have not been fulfilled. The British
did not destroy the German fleet in a
month; Germany did not take Paris
in two months, and the Russian army
did not eat Christmas dinner in Ber
lln. But even If extermination were
possible It would be a crime against
civilisation which no nation or group
of nations could afford to commit.
"When can peace be restored?
Any time bow. It the participants are
really weary of this war, and
ready for it to end. If any faction
Is sot ready, let its ruler state in clear
distinct and definite terms the condl
ttesa upon which It Is willing to
agree to peace; then If an agreement
to not reached, blame for continuance
of the war will be on those who make
unreasonable demands."
la proposing mediation, the former
secretary points out that The Hague
conference expressly declares an offer
of mediation shall not be considered
tin unfriendly act, and adds:
"The duty ot offering mediation
may seem to rest primarily upon the
United States, the largest of the neut
ral aattons, and the onV most Inti
mately bound by ties of blood to all
the belligerents. The United States
did nuke aa offer Immediately after
