The report estimates the total quan tity of commodities hauled over rural norta'at. 700,000,000 tons annually, cosnng now an average of zi cents ment of $8,400,000,000, which the committee believes Is far more than would be necessary to place the roads In such a condition as to effect the saving Indicated.
