While the de-centrallxatlon may ap pear to be a success in some respects, nevei theless, it cannot be denied that the division of authority among many also makes a dUIslon of responsibility and instead of one or two persons in direct charge being held responsible, they can refer It to this or that com mission, which In turn will "pass the buck" to this or that board or subdi vision of board. Another tendency ot this commis sion craze has been to to duplicate much work. While some of the com missions are perhaps necessary, there are soma that are largely figurative, and they could be dono away with easily, their work being taken up by other departments at very little ex pense. Oregon Is largely overridden by commissions and bureaus without end which are for the most part unneces sary. And summed up, the greater part of these, instead of bringing benefit, have brought higher taxes to pay high salaried commissioners, and regulations so stringent that capital ists hesitate about making invest ments.
