his messago to the Legislature
today, hit the nail squarely on the
head, when ho urged tho lawmakers
to work more toward centralization
of tho state government and control.
While the de-centrallxatlon may ap
pear to be a success in some respects,
nevei theless, it cannot be denied that
the division of authority among many
also makes a dUIslon of responsibility
and instead of one or two persons in
direct charge being held responsible,
they can refer It to this or that com
mission, which In turn will "pass the
buck" to this or that board or subdi
vision of board.
Another tendency ot this commis
sion craze has been to to duplicate
much work. While some of the com
missions are perhaps necessary, there
are soma that are largely figurative,
and they could be dono away with
easily, their work being taken up by
other departments at very little ex
pense. Oregon Is largely overridden by
commissions and bureaus without end
which are for the most part unneces
sary. And summed up, the greater
part of these, instead of bringing
benefit, have brought higher taxes to
pay high salaried commissioners, and
regulations so stringent that capital
ists hesitate about making invest
ments. These officials are supposedly
the servants of the people, not arbi
trary rulers, and it Is believed that
the present legislature will see they
assumo their proper places.

tion just now before the local sport
ing public. The question Is espec
ially appropriate at present with the
really fine crop of lightweights now
bidding for public atfalr.
The White-Welsh, tho Welsh-Shag-
rue and the Shagrue-Whlto fights of
recent memory and the Wh'ite-Welsh
affair scheduled for tomorrow night
have all served to focus attention
upon that class. But to date Ritchie
has not been heard from.
No one thinks that the man con
quered by Welsh In London is all in.
Ritchie's friends have declared that
his eyes are suffering as a result of
that famous or infamous battle in
tho English capital, but no one be
lieves that tho Injury is a permanent
